A global value chain (GVC) is a production network in which different stages of making and delivering a product or service take place in different economies. For an Indian business, joining one usually means becoming a dependable supplier of an input, component, processing step, or business service—not simply selling a finished product to a foreign consumer. The opportunity is real, but buyers expect product- and market-specific proof of capability, compliance, and reliable delivery.
What are global value chains?
A GVC forms when companies divide work across borders: one economy may contribute design, another components, another assembly, and others logistics, marketing, or after-sales services. A product can therefore be “Made in the World,” with value added at several points before it reaches its final buyer. The WTO’s Global Value Chains portal provides links to Trade in Value-Added (TiVA) and GVC Indicators databases, reports, and sector profiles.
This distinction matters when interpreting trade figures. Gross exports record the value of goods crossing a border, while domestic value added estimates the portion of that value created within an economy. A country can export a high-value assembled product whose imported parts account for much of its value, or contribute substantial design or component value to a product that is exported elsewhere. Not every export sale is GVC participation; the key is cross-border production and value creation.
How important are GVCs now?
At the launch of its 2025 GVC Development Report, the WTO reported that GVC trade accounted for 46.3% of global trade in 2024, down from a peak of 48% in 2022. Those are WTO figures for the stated years, not a real-time estimate for 2026. The launch also described GVCs as resilient amid geopolitical tensions, financial uncertainty, climate pressures, and the pandemic, while noting continuing barriers including uncertainty, trade costs, and finance constraints. The report describes four forces reshaping production networks: geographic reconfiguration, technological change such as digitalization and automation, governance changes through industrial policy and targeted trade agreements, and environmental shifts linked to green investment and carbon pricing. WTO Director-General Ngozi Okonjo-Iweala said at the report launch: “Firms and governments are not retreating from global integration, but reconfiguring it to meet new economic, political, and social priorities.” The WTO launch page also reported persistent annual trade-finance shortages of more than US$1 trillion, attributing the figure to the Director-General’s remarks. The report found that reconfiguration had mostly benefited countries already established as suppliers, so a buyer’s search for alternatives does not by itself overcome the advantages of a proven supplier.
The WTO’s World Trade Report 2024 identifies potential openings for low- and middle-income economies through GVC diversification, lower trade costs enabled by digitalization, and the low-carbon transition. It also emphasizes that domestic labor, education, and competition policies influence whether trade gains reach workers and consumers.

What does joining a GVC mean for an Indian business?
It means winning a defined place in another firm’s production or service network and meeting that role consistently. A manufacturer might supply a component to an assembler; a processor might provide an intermediate input; a business-services firm might handle a cross-border task. The customer may be a foreign manufacturer, an integrator, or an Indian exporter already serving international buyers.
That is different from a one-off export of a finished product to a foreign retail customer. Both can grow a business, but only the first necessarily makes the firm part of a cross-border production chain. In practice, buyers look beyond a low quotation: they need confidence in specifications, capacity, lead times, quality controls, traceability where relevant, and the supplier’s ability to address problems.

How can Indian exporters identify a suitable opportunity?
- Define the product or service and the buyer’s need. Specify exactly what the firm can supply—such as a component, processed good, production operation, or business service—and what problem it solves for a buyer. For physical goods, establish the correct Harmonized System (HS) classification and check whether the item is freely exportable, restricted, or subject to additional permissions. The Trade Connect Portal offers product- and country-related information; confirm classification and current policy through official sources for the specific item.
- Compare product-market combinations before committing. Assess demand and market size, competing suppliers, tariffs, rules of origin, standards and testing, packaging, payment terms, and the cost and reliability of delivery. India’s exporter guidance recommends researching market size, competition, quality requirements, and payment terms. Trade Connect is described as offering information on market regulations, sectors, export trends, and free-trade-agreement benefits. IndBiz: How to Start Exporting
- Map how the value chain works and who buys your contribution. Decide whether to pursue a direct component sale, contract manufacturing, processing, a service input, or supply through an established exporter or integrator. Export Promotion Councils (EPCs), trade fairs, buyer-seller meets, Indian Missions, and verified online profiles can help identify routes to buyers, but none guarantees an order or buyer approval. IndBiz: Export Process
- Build evidence of production capability. Prepare accurate specifications, samples when appropriate, capacity and lead-time information, quality records, traceability evidence if relevant, and a credible corrective-action process. Check what the actual buyer and destination market require: a buyer may ask for standards or audits beyond the legal baseline, and no single certificate is universal.
- Confirm documentation and origin requirements. Maintain the Indian export credentials that apply to the business, including a valid Importer-Exporter Code (IEC) where applicable. If claiming a preferential tariff under a trade agreement, check that product’s specific rule of origin and apply for the appropriate Certificate of Origin (CoO) through the current official process. The DGFT says preferential CoO applications moved to eCoO 2.0 from 17 January 2025; consult the DGFT Common Digital Platform for Issuance of Certificate of Origin for current portal instructions.
- Work out how the order will be financed and paid. Before accepting a contract, agree payment terms, currency, delivery responsibility, insurance, and the working capital needed to produce and ship it. IndBiz discusses export-risk coverage through ECGC and export finance. Support schemes can change: historical government material describes time-bounded interest-equalization support and reimbursements for some first-time exporters, but that does not establish a current benefit. Confirm current eligibility and terms with DGFT, the relevant EPC, ECGC, a bank, or the ministry before relying on an incentive. Ministry of Commerce and Industry, Lok Sabha reply, December 2024
How should a business compare routes and markets?
Use the same decision criteria for each candidate opportunity. A market with an attractive tariff can still be a poor fit if testing costs, buyer concentration, delivery risk, or working-capital demands are too high. Make the comparison for the specific product, destination, and buyer rather than assuming one country’s rules apply to another.
| Decision factor | What to establish |
|---|---|
| Tariff and origin | Applicable tariff, whether a trade agreement offers a preference, and whether the product can meet that agreement’s rule of origin. |
| Standards and testing | Product-specific legal standards, buyer specifications, required tests, inspections, and any certification or audit burden. |
| Order opportunity | Achievable order size, likely buyer concentration, and whether the firm can meet the volume consistently. |
| Delivery economics | Landed cost, logistics reliability, lead time, delivery responsibility, and working capital required before payment. |
| Buyer onboarding | Traceability, sustainability, quality documentation, and supplier approval requirements. |
| Operational fit | How readily the firm can demonstrate consistent quality, corrective action, and the capacity to scale. |
Which Indian government tools can help find buyers or services?
Trade Connect is a discovery and information resource for aspiring exporters, with information described as covering market regulations, trends, sectors, and FTA benefits. The portal’s “Source from India” feature is intended to help buyers discover verified exporter profiles. A profile can improve discoverability; it is not a substitute for buyer qualification or a guarantee of a contract. National Portal of India: Trade Connect Portal

A Press Information Bureau summary of a DGFT trade notice dated 29 October 2025 said “Source from India” eligibility expanded from 1 November 2025 to valid IEC holders with at least USD 100,000 in export realization in any one of the previous three financial years, alongside status holders. Since portal eligibility and notice implementation can change, check the live portal rules and the cited PIB summary of DGFT trade facilitation measures before relying on that threshold.
The same PIB account describes Bharat Aayat Niryat Lab Setu as a digital route to find, apply for, and track testing and inspection services, initially piloted with selected commodity-board laboratories. This can help locate services, but the exporter still needs to confirm whether a particular lab, test, or inspection is accepted for the product and destination in question.
