File conversion changes how information is encoded and represented to fit a different format. It may keep the content you care about while changing layout, formatting, character display, metadata, embedded features, or behavior. What survives depends on the source and target formats, the converter and its settings, and the file itself. Keep the original when loss would be costly, then check the converted copy against the requirements that matter.
Why a converted file can look or behave differently
Formats support different capabilities. A target format cannot express every feature of every source format, so a converter may omit, simplify, or represent some information differently. A Word document saved as plain text loses document formatting; Microsoft also notes that PDF conversion can move page breaks and that formatting may be lost in some OpenDocument Text (ODT) workflows. These are examples of particular formats and workflows, not guarantees about every converter. Microsoft’s file format reference describes those cases.
The result also depends on the file’s contents and the conversion settings. There is no converter-independent guarantee that a file will remain identical, and a format label alone does not establish that a particular output is fit for your purpose.
What can change during conversion
Formatting, layout, and pagination
Styles, page layout, and other presentation details may not map cleanly to the target format. Plain text, for example, does not carry document formatting. Page breaks can also shift during a conversion, even when the words remain intact. If appearance matters, compare the output page by page rather than checking only that the file opens.

Characters and text encoding
Text files store numeric values that software maps to visible characters. If the software reads those values using a different encoding, characters may appear garbled. If the chosen target encoding cannot represent a character, it may be substituted or lost. Microsoft recommends Unicode in general and explains the risks of incompatible encodings in its guidance on choosing text encoding when opening and saving files. Check names, accents, non-Latin scripts, symbols, and punctuation in the converted file.
Metadata and technical properties
Metadata—such as a document’s author—and technical properties may not carry over. The National Archives (UK) recommends comparing relevant properties before and after conversion, with image dimensions, audio duration, and embedded author information among its examples. Decide which fields matter to your workflow and inspect those fields in the output. Its conversion risk guidance also advises retaining originals for a defined period.

Embedded media and other features
A file may contain more than its most visible content. A moving-image container, for example, can hold video, associated audio, and metadata as separate components. A converted file may retain the visible video while requiring separate checks for sound and metadata. Library and Archives Canada’s file-format guidance describes these components.
Some format profiles restrict features by design. PDF/A-1, a profile intended for long-term preservation, excludes audio and video. That limitation applies to the profile, not to PDF files generally. The Library of Congress description of PDF/A-1 explains its preservation purpose and restrictions.

Choose the target format for the job
“Best” depends on what the file needs to do. A presentation-ready copy, an editable working document, an accessible file, and an archival copy can have different requirements. Before converting, identify the recipient’s software and the properties your task depends on.
- For visual presentation: prioritize layout and pagination, then review the output on the pages where precision matters.
- For continued editing: prioritize editability and compatibility with the recipient’s software; a fixed-layout copy may not meet this need.
- For searchable or multilingual text: check that text remains selectable and searchable, and verify characters across the languages and scripts in the file.
- For media: check video, audio, duration, images, and embedded metadata separately where relevant.
- For preservation: consider whether the chosen format and profile suit long-term access, and retain the source. PDF/A and PDF/UA address different goals; neither is a universal solution. The Library of Congress Recommended Formats Statement discusses preservation-relevant PDF features, while the RFC Editor’s RFC 7995 distinguishes archival and accessibility considerations in the specific context of RFC documents.
A practical conversion and verification workflow
- Keep a copy of the source. Retain the original for a defined period when the file is important or difficult to recreate; do not rely on the converted copy as your only version before validating it.
- List what must survive. Depending on the task, that could include wording, headings, pagination, hyperlinks, formulas, editability, image dimensions, audio duration, author metadata, searchable text, accessibility structure, or embedded media.
- Select a target for the intended use. Match the format to the recipient’s software and your priorities rather than assuming one format preserves everything.
- Inspect the converted file. Review layout, search or copy multilingual text, check images and media, and compare the metadata fields and technical properties that matter.
- Accept it only after checking the requirements. Keep both versions until you have confirmed that the output is fit for purpose.
How to judge whether the result is good enough
There is no single fidelity score that answers every reader’s needs. A visually similar document may be less editable; a cleanly converted video may still need checks for audio or metadata; an archival profile may exclude interactive content. Judge the result against the properties you identified before conversion, and test a representative file when choosing a recurring workflow. The available guidance does not establish a universal ranking of converters or guarantee that any marketing claim applies to your specific file.
