The right result depends on what you’re doing, your platform, and whether your keyboard sends F4 directly.
What does F4 do in Excel?
F4 is context-sensitive. During formula editing, it changes the reference at the insertion point among forms such as A1, $A$1, $A1, and A$1. Outside that formula-editing context, F4 may repeat the last action if Excel can repeat it. Microsoft also documents F4 as a repeat option in some Office contexts after an undo, so it does not have one universal meaning in every situation. How do I use F4 to lock a cell reference?
While entering or editing a formula, move the insertion point onto the cell reference—or select the reference in the formula bar—and press the platform-appropriate shortcut. Excel cycles that reference through the available row-and-column combinations. Stop when the dollar signs show what you want to keep fixed; do not press the shortcut blindly if you need a specific form.
- Select the cell containing the formula, then enter formula-editing mode by clicking in the formula bar or pressing F2.
- Place the insertion point within the reference you want to change, such as
F1. - Press F4 on a Windows keyboard, or use the Mac guidance below. Check the displayed reference and press again if needed.
- Press Enter to accept the edited formula.
Microsoft’s reference example shows that a relative A1 copied two rows down and two columns right becomes C3, while absolute $A$1 stays fixed. The dollar sign marks the part that should not shift when a formula is copied. Microsoft’s explanation of switching reference types covers the cycle and how to apply it.

Choose the reference form that fits the copy

For example, a formula =B4*C4 uses relative references, so copying it down adjusts both references for the new row. If a rate or other constant is in F1 and should remain the same as the formula is copied, refer to $F$1. If only a header row or label column must stay fixed, use the corresponding mixed form. When does F4 repeat an action?
When you are not using F4 to change a formula reference, it can repeat a simple prior action when that action is repeatable. Microsoft gives pasting as an example and also lists Ctrl+Y as an alternative. Not every command can be repeated, and Repeat is not shown on the Quick Access Toolbar by default. If you want the command there, add Repeat through the toolbar’s customization options. Microsoft’s Undo, redo, or repeat an action guidance explains these limits.

Repeat is useful when you have performed the same simple command and want to apply it again without navigating the menus. If the last operation is not repeatable, F4 will not necessarily do anything useful; try Ctrl+Y for a simple repeat, or check the command’s behavior in your version of Excel.

First identify which F4 function you are trying to use. For reference switching, the formula must be in edit mode and the insertion point must be on the reference. For repeating, the previous action must be one Excel can repeat. Then check the keyboard and platform:

- Confirm the context: For a reference change, edit the formula and place the cursor within the reference. For a repeat, make sure the previous action is repeatable.
- Try the keyboard’s function-key modifier: Some keyboards use F-keys for device functions. Press Fn+F4, or use the keyboard’s F-Lock key if it has one. Microsoft specifically notes that Fn or F-Lock may be needed.
- Check the Excel platform and edition: Microsoft’s general shortcut page lists F4 for Windows and includes Mac shortcut information, while its Mac-specific reference-switching guidance directs users to Command+T. Consult the current guidance for the Excel edition you use: general Excel keyboard shortcuts and reference switching.
- Account for Excel for the web: Web Excel has more limited undo and redo options than desktop Office, so repeat and redo behavior may not match the desktop application. See Microsoft’s guidance on undo, redo, and repeat.
