Elon Musk argued in February 2017 that automation could cause mass unemployment and eventually make some form of universal basic income (UBI) necessary. That was a forecast—not evidence that automation will eliminate jobs or that governments have decided to adopt UBI.
What did Elon Musk say about UBI?
Musk made the argument publicly before the 2017 World Government Summit. A CNBC interview published November 4, 2016, described his view that economies would most likely need a form of UBI as more industries became automated. At the Summit in Dubai in February 2017, he put it more directly: “And I think ultimately we will have to have some kind of universal basic income (UBI). I don’t think we’re going to have a choice.” World Government Summit coverage quotes the statement, and an archived session transcript records his broader remarks.
His reasoning was that robots would be able to do more work better than people, potentially reducing the number of available jobs. Musk also suggested that automation could make goods cheaper and more abundant. These were his expectations about the future, not established outcomes.
Why did Musk think automation could make UBI necessary?
Potential job losses
Musk predicted that “There will be fewer and fewer jobs that a robot cannot do better.” His UBI argument therefore depends on a chain of possibilities: automation displaces enough workers, alternative jobs do not absorb them, and people need income support. The remarks do not show that each link will occur or establish automation’s net effect on employment.

Purpose beyond income
Musk also raised a concern that is not solved by a cash payment: work can provide people with purpose and meaning. If employment declines, he argued, society could face both an income challenge and a question about how people find meaning. UBI might address material need, but it would not by itself answer that social question.
What would a UBI policy need to decide?
“Universal basic income” does not specify a complete program. The Summit discussion highlighted disagreements over affordability, work incentives, wages, collective bargaining, and the role of public services. Any concrete proposal also has to make choices such as:

- Eligibility: whether payments go to everyone or are limited by income, residency, or other conditions.
- Payment amount: how much people receive, how often it is paid, and whether it is intended to cover basic needs.
- Funding: which taxes or other revenue sources pay for the program and whether the cost is sustainable.
- Interaction with work and wages: how the payment could affect work incentives, wages, bargaining power, and self-employment.
- Relationship to services and benefits: whether cash supplements or replaces existing supports and public services.
- Distribution: who benefits, who bears the cost, and how effects vary across income and social groups.
The Summit article gives an approximate proposed Swiss payment of about $1,500 per month and says Swiss voters rejected the proposal in 2017. That is the article’s description, not a current currency comparison or a complete account of the referendum. The Summit article also summarizes a long-term Indian trial as showing improvements in nutrition, health, school attendance, and some employment-related outcomes. It does not provide the primary report, methods, dates, or numerical estimates in the passage, so those reported outcomes should not be treated as a fully assessed causal finding.
Has Musk made the same argument more recently?
In a transcript of a July 23, 2026 interview with The Economist, Musk used the phrase “universal, high income” and said, “I think the treasury should just simply issue people checks.” The transcript is hosted by an archive. This is related to his earlier comments, but it is not the same wording as his 2017 UBI remarks, nor does it lay out a detailed funding plan or show that governments have adopted such a policy. The archived interview transcript records the later phrasing.

Does automation mean governments will have to introduce UBI?
Musk said he thought they would ultimately have no choice, but the evidence cited here does not establish that conclusion. His prediction rests on automation causing widespread job losses that other work does not offset. These sources do not provide an independent estimate of automation’s net employment effect, and they do not determine whether UBI is affordable or preferable to other responses.
The practical question is therefore not settled by Musk’s prediction. Governments considering income support would need to compare specific proposals—including eligibility, payment size, funding, labor effects, and public-service trade-offs—against alternatives. The 2017 remarks explain why Musk advocated considering UBI; they do not prove that automation will force governments to adopt it.
