Whether that means a new feeder, transformer or substation work—or wider transmission upgrades—depends on the site, the local network’s spare capacity, the project’s timing and other nearby developments. Global electricity figures show the sector’s scale; only local utility studies and plans can show what a particular project requires and who would pay.
How do data centres affect local electricity demand?
Data centres use electricity to run computing equipment and the systems that support it. Their effect on the grid is especially local because demand is added at a specific connection point, rather than spread evenly across a country or region. Several projects clustered near one another can therefore create a different planning challenge from the same total demand distributed across a wider area.
The International Energy Agency (IEA) estimated that data centres consumed about 415 terawatt-hours (TWh), or 1.5% of world electricity, in 2024. In its 2025 Base Case, electricity generation serving data centres rises from 460 TWh in 2024 to more than 1,000 TWh in 2030. These are different measures: the 415 TWh figure is consumption, while the projection is generation associated with demand. Neither tells a resident whether a specific local circuit has capacity.
A further sign of potential pressure is the project pipeline. The IEA reported in 2026 that at least 150 gigawatts (GW) of data-centre projects were in advanced grid-connection queues in 2025, and assessed one-fifth of global data-centre buildout as at risk of delay from grid congestion. Queue projects are not the same as operating facilities or confirmed future demand; proposals can change, be delayed or not proceed.

Will a new data centre require upgrades to the local power grid?
Not necessarily. The utility must assess whether the network can serve the requested load at the requested location and date. If existing capacity is insufficient, the required work may be close to the site or may involve broader network reinforcement.
Local distribution equipment
Depending on the network, upgrades can include a new feeder, additional transformer capacity, substation work, voltage-management equipment or changes to protection settings. The IEA identifies transformer loading, feeder capacity, voltage management and protection systems as potential distribution-level pressure points. In the United States, the Department of Energy describes smaller facilities connecting to high-voltage distribution, sometimes using an existing substation with a new feeder. That is an example, not a universal connection standard.

Transmission connections and clustered projects
Large campuses may connect more directly to a transmission substation and require substantial electrical infrastructure on site. A single connection study may identify dedicated work, while multiple large loads in the same area can also prompt wider transmission planning. A project’s connection point, requested load and the cumulative demand from other proposed developments all matter.
Timing can determine whether a project connects as planned
The IEA’s 2026 analysis puts planning, permitting and completing grid infrastructure at 5–15 years, compared with 1–3 years to build a data centre. These are broad estimates, not a timetable for any individual project. The mismatch can leave a facility ready before its required grid work is complete, or lead to changes in the project’s energization schedule.

Who pays for grid upgrades needed by data centres?
There is no single worldwide rule. The allocation depends on the jurisdiction, utility tariff, connection agreement and the nature of each upgrade. Study fees and dedicated connection equipment may be treated differently from shared distribution work or regional transmission investment. A project’s presence alone does not establish that its operator pays every cost—or that other customers do.
In the United States, the Department of Energy describes tariffs and agreements that address study costs, ownership and upgrade payments. In June 2026, the Federal Energy Regulatory Commission (FERC) directed six regional grid operators to justify or reform tariffs for large loads, with cost transparency and consumer safeguards among the stated goals. This was a regulatory proceeding, not a finding that every upgrade is already assigned to the data-centre operator. State authorities retain jurisdiction over retail rates. Rules elsewhere differ.

To understand a particular proposal, look for the utility’s load forecast, connection or impact study, planning documents and applicable tariff or agreement. These questions help distinguish the project’s direct connection costs from costs that may be allocated across a wider network:
- Which utility serves the site, and is the connection to distribution or transmission?
- Which upgrades does the study identify, and are they dedicated to the site or shared?
- Which tariff or agreement assigns the cost of each upgrade?
- Are costs paid through a customer contribution, regulated network rates, regional transmission charges or a combination?
- What happens to planned costs if the project is delayed, reduced in size or never reaches its forecast load?
Can the grid connect data centres without raising household electricity bills?
That cannot be determined from a regional congestion figure or from the fact that a data centre is being built. The answer depends on which investments are needed, who is responsible for them under local rules, how shared costs are allocated and whether forecast demand arrives. A household-bill increase should not be inferred without evidence about the relevant utility or regional cost allocation.

For context, the IEA reported congestion costs of USD 12 billion in the United States and EUR 4.3 billion in the European Union in 2024. These are regional system costs, not costs attributed solely to data centres or to any one development.
What can utilities do when network capacity is constrained?
Responses vary in speed, reliability, cost allocation and who benefits. Some can make better use of existing infrastructure; others require new construction or operating limits. None guarantees that reinforcement will be unnecessary.
- Stage the connection: Energize the facility in phases as network work is completed or capacity becomes available.
- Offer flexible or non-firm service: Permit connection subject to defined limits or curtailment during specified network constraints. The operating terms determine how much certainty the customer receives.
- Use demand response, on-site generation or storage: These may help manage load in suitable circumstances, but their contribution depends on how they are operated and what the local system needs.
- Improve use of existing grid assets: The IEA identifies dynamic ratings, topology optimization, advanced power-flow control, storage used as a transmission asset, reconductoring and voltage uprating as possible approaches. Their capacity effects are system- and technology-dependent; global estimates do not establish the gain available at a particular site.
When comparing proposals, distinguish a speculative queue request from a committed project, and ask whether an option is firm or can be curtailed, who bears its costs and risks, and whether the investment serves one customer or benefits the wider network.
