A data center commissioning engineer coordinates and documents checks to verify that critical facility systems are installed and operate as the owner requires and the design intends. The work can span design review, construction readiness, equipment and system testing, integrated failure scenarios, and turnover to operations—not just a final inspection.
What the role covers
Commissioning is a documented process for checking that systems are planned, designed, installed, tested, operated, and maintained to meet the owner’s requirements. ASHRAE describes this lifecycle approach in its commissioning resources. A commissioning engineer helps organize that process for the project’s critical infrastructure and brings the owner, designers, contractors, equipment vendors, and operations staff together around requirements, test plans, results, and unresolved issues.
The engineer’s authority is not universal. Depending on the project contract and delivery arrangement, the commissioning provider may advise the owner and coordinate, review, witness, or document work. That role does not automatically replace the designer’s responsibility to resolve design questions or the contractor’s and vendor’s responsibility to perform their assigned work. Project documents should specify who writes procedures, executes tests, witnesses them, records results, and approves completion.

Plan around the owner’s requirements
Early work can include clarifying the owner’s project requirements, reviewing the design intent and sequences of operation, defining scope and acceptance criteria, and preparing the commissioning plan. The plan helps align responsibilities, test methods, and timing with the design and construction schedules.

Review design and system interfaces
During design, the engineer may review the basis of design, drawings, specifications, controls approaches, and system interfaces. For a data center, it matters how electrical, cooling, and control systems work together, not only whether each piece of equipment meets its individual specification. Reviews help shape tests that reflect the intended operating sequences.
Check construction readiness
As construction progresses, commissioning work can include selected submittal reviews, site observations, and coordination of equipment startup and prefunctional checks. Depending on the systems and project scope, these checks may include pressure testing of piping or ducts, flushing, test-adjust-balance work, electrical testing and energization, and point-by-point or end-to-end controls validation.

Coordinate functional and integrated tests
Functional performance tests check whether equipment and systems operate as intended under specified conditions. Testing generally advances from components to equipment and systems, then to integrated tests that challenge the facility as a whole. Plans may cover low, partial, and design-rated loads, maintenance conditions, and failures involving redundant power or cooling paths. The engineer may direct, witness, or document these tests; assigned duties depend on the contract.
Track deficiencies and report results
The commissioning team records test results and anomalies, coordinates corrective work and retests, and reports outcomes and remaining issues to the owner. Clear documentation lets the owner distinguish verified performance from items still awaiting correction, testing, or acceptance.

Support handover and operations
Turnover tasks may include helping complete systems and operating documentation, verifying operator training, and supporting validation of operating procedures. Where included in the scope, commissioning support can continue into deferred or seasonal tests and warranty-period issue resolution. Testing also gives operations staff an opportunity to observe system behavior and practice procedures before commercial operation.
What the L1–L5 commissioning levels mean
ASHRAE’s AI data-center commissioning framework describes five levels. They are a useful way to understand how verification can progress from equipment checks to testing the facility as an integrated whole; they are not a guarantee that every project follows an identical handover schedule.

Some projects are moving toward turning over smaller infrastructure blocks earlier. Earlier turnover can reveal issues sooner, but it also raises coordination and schedule-tracking demands. The project’s commissioning plan and contract establish the actual sequence and acceptance requirements.

Data centers rely on critical power and cooling systems, along with the controls that coordinate them. Commissioning therefore checks more than normal operation: teams need to understand how the facility responds when equipment or a power path is unavailable, whether protected loads remain supported, and how systems return to normal. ASHRAE’s 2023 Handbook material on data centers describes testing across load levels and integrated tests for events such as power outages.

Artificial electrical and heat loads can help teams test electrical and heat-rejection systems together before relying on live IT equipment. ASHRAE describes resistive load banks and recommends considering server simulators sized and arranged like IT rack equipment, with adjustable airflow to model server behavior. These are specialized commissioning tools, not ordinary consumer equipment.
Liquid-cooled AI facilities
For liquid-cooled facilities, ASHRAE’s current AI data-center framework emphasizes cleanliness, flushing, and passivation of hydronic systems, as well as early coordination between construction and commissioning. Poor fluid preparation can foul cold plates, while leaks can put IT equipment at risk. These concerns make commissioning coordination important before systems are connected to valuable computing equipment.
Who works with the commissioning engineer
- Owner: sets project requirements and acceptance priorities; the commissioning provider commonly advises the owner and reports findings.
- Designers: explain the intended design and operating sequences and resolve design questions.
- Contractors and vendors: perform startup and assigned tests and correct deficiencies according to their responsibilities.
- Operations staff: contribute operational requirements, observe testing, learn the systems, and prepare for handover.
The exact division of work varies by project. ASHRAE’s Standard 202-2024, The Commissioning Process Requirements for New Buildings and New Systems, addresses commissioning roles, process documents, procedures, reports, and training. ASHRAE also identifies Guideline 0-2019 and the 2023 Handbook chapters on data centers and HVAC commissioning as relevant references. The edition and contractual requirements applicable to a specific project should be confirmed rather than assumed.
Skills that matter in the job
The work combines technical knowledge with coordination and documentation. A commissioning engineer needs to understand the systems being commissioned and how construction, operations, and maintenance affect performance. Troubleshooting ability matters when test results reveal a problem or systems behave differently from the intended sequence.
