Give it a distinct identity, choose delegated access when it acts for a signed-in person or an agent-owned identity when it works autonomously, and grant access narrowly at the target resource. Require stronger controls for sensitive data and consequential actions, and make every grant reviewable, traceable, and revocable.
There is no universal permission bundle
The right access depends on what the agent does, whether a person is present, which services it uses, what data it handles, and what harm an action could cause. Begin by listing the task’s required data, APIs, resources, and tool actions; grant only that set. Microsoft’s Microsoft 365 agent identity and access guidance and Google Cloud’s agent identity documentation both tie permissions to the agent’s operating model and target resources rather than a standard bundle.
Separate read access from write or administrative actions. An agent that summarizes documents may need to read a defined set of files, not change sharing settings or delete content. List the allowed actions explicitly, and leave out permissions that are merely convenient.
Choose authorization that matches how the agent operates

Microsoft recommends delegated permissions when they are sufficient, rather than defaulting to broader application permissions. For an interactive Microsoft agent, its guidance describes the on-behalf-of (OBO) flow; for an autonomous agent, it describes client credentials. Google Cloud similarly documents using an agent’s primary SPIFFE identity to obtain Google Cloud access tokens when the agent acts on its own authority, and a 3-legged OAuth provider when it acts for an end user. The exact flow and permission model depend on the identity provider and services involved.

Scope each grant to the target resource
A narrow role at the resource level is safer and easier to review than a broad tenant- or service-wide grant. Set the scope as specifically as the platform allows: a particular API, site, mailbox, team, vault, or cloud resource. The role must match the operation: a viewer role does not authorize writes, and a write role should not be granted to a read-only task.
- Azure resources: Microsoft describes assigning Azure RBAC at the resource, resource-group, or subscription level. Its example grants Key Vault Reader on one vault.
- Exchange mailboxes: Microsoft describes Exchange RBAC scoped to one or a few mailboxes rather than all mailboxes.
- Microsoft Teams: Teams Resource-Specific Consent can grant permissions at the team level.
- Google Cloud: Grant the needed role on the target resource. Google’s example roles include Storage Object Viewer, but that is not a default role list for agents; the correct grant depends on the resource and task.
These are platform-specific examples, not a universal set of agent permissions. Review effective access—including permissions inherited from groups, roles, integrations, or other grants—so the agent’s total authority stays within its task.

Apply stronger controls to sensitive data and high-impact actions
Personal, health, and financial information calls for explicit access approval, tighter scopes, strong audit records, and checks that the downstream service enforces authorization. Do not rely only on the agent orchestrator to decide what is allowed: the service holding the data or performing the action should check the agent’s authorization too.
For destructive or privileged work, use action allowlists, approval, or time-bound elevation rather than leaving broad permissions permanently available. Examples include deleting data, changing privileges, or making other consequential changes. Keep ordinary reading separate from these higher-risk actions where the platform permits.

Google Cloud describes a human-in-the-middle mode in which a person approves each action and contrasts it with agent-only operation. Human approval can reduce risk, but it is not a guarantee: a person can approve an unsafe suggestion. Agent-only operation depends on the agent’s programming and is exposed to risks such as prompt injection, unsafe tool chaining, and poor error handling. Choose controls based on the possible impact, not on the assumption that either approval or automation is risk-free. See Google Cloud’s MCP security guidance.
Give each agent an accountable, maintainable identity
Use a distinct identity for each agent instance instead of sharing one identity across multiple agents. Separate identities make actions easier to trace and let an administrator disable one agent without disrupting others. Assign a sponsor accountable for the agent’s purpose and a technical owner responsible for its implementation; document its task and permission scope.

- Protect credentials. Microsoft recommends managed identities or certificates for production and separate credentials across environments.
- Monitor token use and permission changes to spot unexpected activity or privilege creep.
- Inventory agents and integrations, and periodically review their effective permissions against current tasks.
- Log access and permission changes, and test that disabling or revoking an identity also stops access at downstream services.
These lifecycle controls are part of access design: a grant that cannot be attributed, reviewed, or reliably revoked is not well controlled.

NIST NCCoE’s February 2026 concept paper on software and AI agent identity and authorization identifies agent identities, authorization and enforcement, links between users and delegated agents, action and outcome visibility, and prompt and input-data provenance as areas under consideration. It discusses OAuth 2.0 and extensions, OIDC, MCP, SPIFFE/SPIRE, and SCIM among relevant standards and practices. A practical way to decide what to grant
- Define the task: write down the data the agent must read or change and each tool action it must perform.
- Choose the operating model: use delegated authorization if it acts for a signed-in user; use an agent-owned or workload identity if it operates autonomously.
- Set the narrowest resource scope: grant only the roles and actions required on the specific service, resource, site, mailbox, or team.
- Assess sensitivity and impact: add explicit approval, tighter scopes, action allowlists, or time-limited elevation for sensitive data and consequential operations.

- Verify enforcement and operations: confirm that the target service checks authorization, logs identify the agent and its actions, access is periodically reviewed, and revocation works.
