There is no single CPU power-limit setting that suits every fanless PC. Start with the computer maker’s documented sustained CPU-power capability: keep PL1 at or below what its cooling system can dissipate continuously, and set PL2 and Tau only within the platform’s thermal and power limits. Then check performance and temperatures under your real workload and expected ambient conditions.
What PL1, PL2, and Tau control
On Intel platforms, these controls shape how the processor draws package power over time:
- PL1 is the average-power threshold used for sustained operation. Intel recommends setting it to the processor’s TDP, but not above the cooling solution’s capacity.
- PL2 is the higher burst-power limit. It can permit short periods of faster performance, but does not mean the cooling system can sustain that power indefinitely.
- Tau is the time parameter used in PL1 power averaging. It affects how the platform manages power against the average threshold; it is not a guarantee that the CPU can safely run at PL2 for that exact duration in every system.
Intel’s thermal guidance states: “PL1 should not be set higher than thermal solution cooling limits.” See Intel’s thermal considerations and its 12th Generation Core processor power guidance. Intel’s example values are specific to the processor lines and platforms covered in those documents; do not transfer them to a different CPU or PC.
Why fanless PCs need system-specific limits
TDP, also called Processor Base Power on some Intel products, is a design reference—not a universal promise that a particular fanless computer can continuously dissipate that much heat under every workload. Sustained capacity depends on the complete thermal system: the processor, heatsink and chassis, natural convection, motherboard and VRM cooling, ambient temperature, and the workload. A CPU-heavy workload can behave differently from short bursts, and other heat-producing components can affect the system’s thermal conditions.

Published specifications are therefore more useful when they describe the complete system. ASUS, for example, specifies CPU support up to 15 W for its fanless ExpertCenter PL64-D1, which uses a top heatsink and lists operating-ambient conditions with model-specific qualifications. That is a specification for that product, not a recommended PL1 for fanless PCs generally.
How to choose limits for your system
- Identify the exact CPU and PC model. Find the system maker’s stated sustained CPU-power support and recommended power profile. Do not use the processor’s highest advertised turbo capability as a sustained fanless target.
- Check the firmware controls and documentation. If the BIOS exposes PL1, PL2, and Tau, confirm what each control applies to and whether the manufacturer supports changing it. Names and behavior vary by model; Intel notes that NUC BIOS options differ across systems in its NUC power-management guidance.
- Set PL1 no higher than documented sustained cooling capacity. If the maker specifies a sustained CPU-power limit, use it as the ceiling—not a target to exceed. If no reliable capacity is specified, prefer the manufacturer’s recommended profile rather than guessing a wattage.
- Treat PL2 as optional burst headroom. Use a burst limit and Tau only within the platform’s power and thermal guidance. A higher PL2 may help brief workloads, but sustained capacity and the system’s ability to cool between bursts still matter.
- Check behavior with the intended workload. Observe the PC long enough to see whether performance settles into steady-state behavior. Include expected room temperature and account for heat from other components. If the system overheats, throttles, or cannot sustain the workload, reduce the sustained target or return to the maker’s recommended profile.
What to consider when building a passively cooled desktop
In a custom passive desktop, the CPU cooler is only one part of the heat-transfer path. Noctua’s guidance for builds using its passive-cooling approach highlights case convection, unobstructed airflow paths, heatsink orientation, motherboard VRM cooling, and the difference between workloads. It recommends allowing automatic CPU scaling rather than setting a maximum TDP value in UEFI. Apply that advice as guidance for the relevant build and cooler, not as a universal rule for integrated fanless PCs.

Noctua’s NH-P1 setup guide describes the NH-P1 passive CPU cooler and its build constraints. It is intended for compatible desktop builds, not as an add-on for an integrated fanless mini PC.

- Sustained CPU power: Is a sustained limit specified by the system maker, or is only the CPU model listed?
- Cooling design: Consider the heatsink, chassis, orientation, and how the design supports natural convection.
- Workload: Match the system to your balance of brief bursts and sustained CPU-heavy tasks, while accounting for heat from the GPU and storage where relevant.
- Ambient range: Check the published operating-temperature range and any model-specific conditions attached to it.
- Firmware support: Look for documented PL1, PL2, Tau, or power-profile controls and guidance on changing them.
