Ask for project-specific documents, assumptions, decision makers, and enforceable conditions before judging a proposed data center by claims about jobs, tax revenue, efficiency, or environmental impact. The proposal is a site-specific land-use and infrastructure decision: its effects depend on the location, design, utilities, permits, and commitments.

What exactly is being proposed, and who decides?

Get the full project scope

Request the complete site plan and a description of every proposed phase. The documents should identify the building footprint, expected capacity, cooling approach, construction schedule, and associated substations, transmission work, or on-site power generation. Phasing matters: a site plan for an initial building may not show the eventual size or infrastructure needs of a fully built-out project.

Ask which details are estimates and which are firm design commitments. Request the assumptions behind capacity, construction timing, and equipment plans, and ask how changes would be disclosed and reviewed.

Map the decision makers and approvals

Ask which local body decides zoning or land-use approvals, which agencies review environmental permits, what utility approvals are required, and whether other government or Tribal processes apply. The U.S. Environmental Protection Agency’s January 2026 siting guidance notes that federal, state, Tribal, and local permitting and zoning may all be relevant. The actual authorities and process depend on the site and project, especially if it includes power generation, water withdrawals, air emissions, or utility infrastructure.

Ask for a written list of approvals, responsible agencies, decision dates, public notices, and comment periods. Penn State Extension’s Data Centers: A Guide to Common Questions treats its questions as a starting point, not a universal permit checklist; local rules and project features determine what applies.

How much electricity will the project need, and who pays for system changes?

Ask the developer and utility to disclose expected peak demand and annual electricity use, the assumptions behind those estimates, and how demand may change as the site expands. Request the grid-connection status, expected service date, planned new generation, and any proposed transmission or distribution upgrades.

Ask the utility and relevant regulators to explain how each upgrade would be funded and how costs would be assigned. Could the project affect rates, reliability, or service for other customers? Request the underlying studies and assumptions in public documents rather than relying only on a developer summary. Pennsylvania’s data-center planning toolkit and Penn State Extension identify energy and infrastructure capacity as local planning questions; a Massachusetts executive order issued in 2026 also addresses potential grid investment and affordability effects.

There is no universal rate impact established by those sources. A local answer requires the utility’s project-specific analysis, including its assumptions about demand, upgrades, cost allocation, and timing.

Where will the water come from, and what happens during drought?

Request expected average, peak, and seasonal water use; the source; the cooling technology; and any planned water reuse. Ask how the project’s demand would change over time and whether the developer has considered drought restrictions or limits on supply.

Ask the water utility or other relevant authority whether the system can serve the project without displacing planned community needs. Also request expected wastewater volume, treatment arrangements, and the discharge route. The EPA’s state and local government resources point officials to data-center water permitting, reuse, and best practices. Its siting guidance and Calvert County’s local planning information also identify water and wastewater as relevant considerations.

Do not substitute a generic data-center water-use figure for a site-specific estimate. The source, cooling system, operating conditions, and local water system all matter.

What will be emitted, and when will generators run?

Request an inventory of every generator and other combustion source, including fuel type, rated capacity, emissions estimates, applicable air permits, operating limits, and testing schedule. Ask how often backup generators are expected to run, what counts as an emergency, and whether any on-site generation would operate independently of the public grid.

Find out which regulator handles each permit and where applications, technical analyses, operating limits, and public-comment notices can be accessed. EPA’s January 2026 siting guidance discusses permitting considerations; Massachusetts Executive Order No. 658 (2026) includes air quality and public health among its state expectations.

An air permit addresses only the issues within its scope. Ask separately which agencies and processes cover noise, water, zoning, and other impacts.

What might neighbors experience at the property line?

Request noise studies that address nighttime operations, cooling equipment, transformers, backup-generator testing, and low-frequency sound. The study should identify measurement locations and assumptions. Ask what limits would apply, how compliance would be monitored, how residents could submit complaints, and what remedy follows a violation.

Ask for the proposed construction hours and truck routes, as well as plans for lighting, setbacks, heat discharge, stormwater runoff, and wastewater. Ask how the project could affect nearby homes, schools, and emergency services, and what the developer proposes to prevent or address those effects.

EPA’s siting guidance lists noise, traffic, public services, and air and water quality among community concerns. Calvert County’s local planning page also identifies equipment, generators, cooling, stormwater, wastewater, noise, heat, and water demand. These are prompts for questions—not findings about what a particular project will cause.

What are the local benefits, costs, and public-service demands?

Ask for separate estimates of construction jobs and permanent jobs, the skills required, and any local hiring or training commitments. Request the assumptions behind projected tax revenue and identify any tax incentives or abatements. Also ask what public infrastructure and services the project may require, including associated costs and demands on public services.

For each projected benefit, ask who calculated it, what period it covers, and what happens if the estimate or commitment is not met. Where local law allows, seek measurable targets, regular reporting, independent verification, and remedies in the relevant agreement or approval.

Pennsylvania’s planning toolkit directs local officials to consider fiscal impacts and community priorities. The U.S. Department of Energy Office of Indian Energy’s 2026 Tribal economic development FAQ discusses possible local revenue and contractual opportunities while cautioning that a project may not suit every community. Treat projected benefits as estimates unless a binding commitment makes them otherwise.

What can residents influence, and which commitments are binding?

Make a calendar of every decision and comment opportunity before it passes: hearings, zoning votes, environmental permit comment periods, utility proceedings, and any Tribal or other government consultation. Ask where notices and documents will be posted, who will respond to comments, and how commitments will be monitored after approval.

Ask whether a community benefits agreement or another enforceable instrument is available, who would sign it, which parties could enforce it, and what happens if a promise is missed. The Department of Energy’s Tribal FAQ recommends considering community goals and engagement. Massachusetts Executive Order No. 658 (2026) establishes a state-specific community-benefits-agreement condition for certain covered data-center permits. Its rules should not be assumed to apply outside Massachusetts; check the current order and the project’s eligibility.

How can you compare proposals on equal terms?

If your community is weighing more than one proposal, ask each applicant for the same categories of information and compare like with like. A single headline figure—such as jobs, power use, or water use—cannot show the full local trade-off.

Pennsylvania’s planning toolkit, Penn State Extension’s guide, and EPA’s siting guidance treat these as connected planning questions. Compare each proposal against the same local priorities and assumptions rather than treating one benefit or impact as a complete verdict.
