TV white spaces (TVWS) are portions of spectrum associated with television broadcasting that are not being used by protected licensees at a particular location and time. Where local regulations permit, compliant devices can use available frequencies on a secondary basis—but only under rules that protect incumbent users. Availability depends on location, time, device characteristics and local regulations; it does not mean the spectrum is universally free or unused.
What “TV white spaces” means
A TV white space is a frequency opportunity, not a permanently empty channel. A frequency used for television in one place may be available elsewhere, or may be available at one time but needed by a protected user at another. Ofcom’s 2010 explanation describes white-space spectrum as frequencies “that are not in use by the licensee all of the time at all locations” (Ofcom, Implementing Geolocation).

“White” therefore does not mean that a band has no primary users. TVWS use is secondary: devices may transmit only when and where permitted, without causing harmful interference to users who have priority.
How a TVWS device finds usable spectrum
In a geolocation system, the device checks its location and relevant device details against a spectrum database. The database responds with the frequencies and power levels that device may use at that place and time. The result is specific to the query; it is not a general clearance for all devices or nearby locations. Ofcom describes this database-controlled approach as a way to protect existing users while allowing access to available spectrum (Ofcom’s geolocation explanation).

- The device determines its location and identifies the parameters required for a request.
- It contacts the relevant database and supplies its location and device information.
- The database returns permitted frequencies and power levels for that request.
- The device operates only within those limits and must follow applicable local requirements.
The IETF’s PAWS protocol, standardized in RFC 7545 in May 2015, describes a master device obtaining a database address, establishing a secure HTTPS session and requesting available spectrum. A master may also request spectrum on behalf of a slave device (RFC 7545). The protocol describes how to access a database; it does not make spectrum available where local rules or conditions do not allow it.
Which users must be protected?
Protected users vary by jurisdiction. In the UK framework Ofcom described in 2013, the relevant incumbents included digital terrestrial television (DTT)—including local TV—and programme-making and special-events (PMSE) users, particularly wireless microphones. Ofcom said sharing would be dynamically controlled by databases containing information about DTT and PMSE users and white-space devices (Ofcom, TV white spaces: approach to coexistence, 4 September 2013).
That 2013 document concerns the UK’s 470–790 MHz range and is historical, jurisdiction-specific context—not a universal definition of TVWS or a statement of current rules everywhere. Anyone planning a deployment needs to check the rules and database arrangements that apply in the relevant country.
Can anyone use TV white spaces?
No. A device can use a frequency only if it meets the applicable requirements and is permitted to transmit under the relevant local rules and database response. An unused-looking television channel is not, by itself, permission to transmit. Ordinary Wi-Fi equipment or a consumer antenna should not be assumed to be a compliant TVWS device.

Database access and services are also jurisdiction-specific. For example, Google’s Spectrum Database FAQ describes an FCC-certified database serving the United States and an API for location-specific TVWS availability queries (Google Spectrum Database FAQ). That example does not establish availability or suitability in another country.

An availability map is meaningful only for the geography and assumptions used to create it. Ofcom published separate maps for particular geographic areas and power scenarios (Ofcom TV white spaces availability maps). A map or historical estimate should not be treated as proof that a channel is available now at a particular site; the applicable database and local rules determine what a device may use.
Does TV white space mean TVWS internet?
TVWS describes access to spectrum, not a specific internet service or guaranteed level of connectivity. The definition alone does not establish that a location has coverage, what speeds or latency a service would deliver, or whether a deployment is practical. Those questions depend on locally available frequencies, compliant equipment, regulatory authorization and the needs of the deployment.
