Declining Apple’s App Tracking Transparency (ATT) prompt blocks an app from accessing the system advertising identifier, IDFA, and Apple’s rules prohibit the app from tracking you as Apple defines that activity. It does not switch off every kind of data collection or sharing by that app.

What Apple means by “tracking”

Apple uses “tracking” for linking data collected in an app with user or device data collected from other companies’ apps, websites, or offline properties to target advertising or measure advertising. Apple requires the user’s permission for this defined activity under its User Privacy and Data Use policy.

That definition is narrower than “any collection of personal data,” but broader than access to one advertising identifier. An app may collect data for other purposes; the ATT prompt is not a universal data-collection switch.

What happens when you choose “Ask App Not to Track”

There are two parts to the effect: a technical restriction and a rule the developer must follow.

The technical effect: no IDFA access

Apple Support says that choosing “Ask App Not to Track” prevents the developer from accessing the device’s system advertising identifier. Apple’s developer presentation explains that the API returns all zeros when tracking permission is not granted. The IDFA is one identifier; losing access to it does not mean the app has lost access to every kind of information it collects.

The policy effect: no tracking as Apple defines it

Apple’s policy says that without permission, developers may not carry out the defined tracking. The framework provides an authorization request and reports the user’s authorization status; it is not a claim that one dialog technically detects or shuts down every possible data flow. The API restriction and the developer’s policy obligation should be understood together.

What the prompt does not block

ATT does not automatically prevent an app from collecting data for its own purposes, nor does the IDFA restriction mean that all app data becomes inaccessible. Whether a particular collection or sharing practice is allowed depends on what data is involved and how it is used; the prompt’s scope is the tracking Apple defines, not data use in general.

Apple’s policy describes limited exceptions, including data linked solely on the user’s device without being sent in an identifying way, and data shared with a broker solely for fraud prevention, security, or specified consumer-reporting purposes. These are narrow circumstances, not a general exemption from asking for permission.

How ATT differs from App Store privacy labels

App Store privacy labels and ATT authorization serve different purposes. Apple’s privacy overview explains that labels disclose developers’ reported data practices; ATT asks permission for tracking as Apple defines it. A label is not a substitute for the ATT prompt, and the prompt is not a complete inventory of an app’s data practices.

Fingerprinting is a separate prohibition

Apple says fingerprinting—using signals from a device to try to identify the user or device—is prohibited under its developer agreement regardless of the user’s ATT choice. That is a policy prohibition, not a technical feature of the prompt that detects and blocks every fingerprinting attempt. Apple discusses the restriction in its WWDC22 privacy presentation.

Where to review your choice

On iPhone or iPad, open Settings > Privacy & Security > Tracking to review tracking choices. Apple Support documents a different settings path for Apple TV, so do not assume the iPhone and iPad path applies to that device.
