Neither wetlands nor reservoirs are universally better at managing river floods and droughts. Floodplain wetlands can store and slow floodwater, while reservoirs offer managed storage and releases. How well either works depends on the watershed: wetland type and river connection matter, and reservoir outcomes depend on available storage, operating rules, and forecasts.

How wetlands affect river floods and low flows

Floodplain wetlands can slow and store floodwater

When a river rises into its floodplain, connected wetlands can provide space for water to spread, temporarily store it, and slow its movement downstream. That makes floodplain wetlands especially relevant to river flooding. The UK’s natural flood management evidence review describes this role in its account of river and floodplain management.

The effect is not the same at every site. Wetland type, position in the watershed, connection to the river, and local conditions shape whether water is stored, routed, or released. Broad characteristics alone do not reliably predict how much a wetland will regulate flow.

Low-flow effects vary

A meta-analysis of 28 studies and 59 associated effect sizes found average reductions in flood frequency and magnitude and average augmentation of low flows. It also found substantial uncertainty and limited ability to predict effects from broad wetland characteristics. These are average results across the studies analyzed, not a guarantee for an individual wetland. Read the meta-analysis.

An earlier review by Bullock and Acreman examined 439 published functional statements from 169 studies. It found only limited general support for broad claims that wetlands control floods, promote recharge, and maintain flows; support was strongest mainly for floodplain wetlands, while findings varied across other wetland types. Connection matters beyond water storage

Riparian and floodplain wetlands are physically connected to rivers. That connection can support downstream water-quality buffering and river food webs, as described in an EPA review. Those functions are relevant to watershed planning, but they do not establish a direct flood-control or drought-supply comparison with reservoirs.

How reservoirs manage floods and droughts

Reservoirs hold water and release it according to operating decisions. Operators may retain or release water to address flood risk, water security, or other demands, subject to the water already in storage and the reservoir’s rules. This makes reservoir storage more directly manageable than the distributed storage of wetlands, but control is not automatic: flood operations depend on forecasts and choices made at the time, while drought support depends on stored supply and how it is allocated.

Reservoirs therefore offer operational flexibility, not a guarantee against either extreme. Forecast uncertainty, competing objectives, and changing conditions can constrain how much water can be held back or supplied when needed. The available sources do not provide a comparable accounting of all reservoir impacts and benefits.

Wetlands vs. reservoirs: what the comparison shows

Decision factor Wetlands Reservoirs

The available evidence does not establish a general-purpose percentage for how wetlands perform relative to reservoirs. Nor does it provide comparable cost estimates. A claim that one is cheaper would require local evidence on capital, maintenance, land, and operating costs.

Why using both does not eliminate flood and drought risk

Wu and colleagues’ 2023 study modeled mainstream reservoirs and wetlands in a large northeast China basin under five climate scenarios. It assessed the near future (2026–2050), middle century (2051–2075), and end century (2076–2100). The authors found that, overall, modeled flood and hydrological drought risks increased even under the combined influence of reservoirs and wetlands. Read the study.

This is a basin-specific modeling result, not an observed forecast for every river or proof that combining measures cannot help elsewhere. Its practical lesson is narrower: wetlands and reservoir operations may reduce or manage some risks without being able to offset every future change in a basin.

How to choose a watershed strategy

Start with the risks and goals for the specific river system rather than choosing a preferred intervention in the abstract. Assess:

  • Flood pathways: where floodwater travels, whether floodplains can be reconnected, and which communities or infrastructure lie downstream.
  • Wetland characteristics: type, location, condition, and hydrological connection to the river.
  • Reservoir constraints: current storage, release rules, operating objectives, and ability to act on forecasts.
  • Drought needs: how much water may be required, when it is needed, and how stored water is allocated.
  • Other watershed outcomes: downstream water quality and ecological functions, alongside flood peaks and water supply.
  • Local costs: capital, maintenance, land, and operation costs for the specific options under consideration.

Use site-specific hydrological analysis to estimate what each measure can do under local conditions. Wetlands and reservoirs may complement one another, but the right mix—and its limits—depends on the basin and the balance managers need to strike between flood risk and drought supply.
