West Java Governor Dedi Mulyadi announced a temporary halt to construction of BDx Data Centers’ planned AI data center in Jatiluhur, Purwakarta, because the project’s environmental impact assessment documentation (AMDAL) and building approval (PBG) had not been issued, according to the provincial government. The announcement is not a final rejection of the project, and available reports do not establish whether work actually stopped at the site.
Why did the governor order a halt?
On October 1, 2026, Dedi Mulyadi said construction should pause until the missing documents were addressed. The West Java Provincial Government reported that work had begun on September 22 on a site of about 8,000 square meters, with planned power capacity of up to 640 megawatts. Those project details and dates are from the provincial government’s account, not an independent site inspection. West Java Provincial Government
The governor asked the project consultant to submit the requirements so the Purwakarta Regency Government could process the documents. The provincial government also called for public-facing analysis of possible noise and reservoir-water use, particularly whether farmers’ and residents’ access to water could be affected.
Which permits are missing?
AMDAL environmental assessment
AMDAL refers to Indonesia’s environmental impact assessment documentation and process. In an October 2 follow-up, the provincial government said the local environmental agency is responsible for the permitting process and that it had asked University of Indonesia academics to provide input. PBG building approval
PBG is the building approval or building permit cited by the provincial release. It is separate from AMDAL; the provincial government’s English-language page appears to mistranslate the acronym once, so it should not be read as an economic-impact assessment.
Is the project permanently rejected?
No. Mulyadi described his position as conditional: he said he had no objection to proceeding if the environmental assessment passes, and would accept stopping the project if the assessment concludes it should not proceed. He added that local access to water must not be disrupted. That is the governor’s stated position, not a permitting decision or completed environmental finding. West Java Provincial Government

Will the Jatiluhur data center affect local water supplies?
The impact is not established in the reports. They contain calls for analysis and figures attributed to Mulyadi, but no independent measurements of the project’s expected water demand, reservoir effects, or implications for irrigation and local supply.
In the October 2 provincial account, Mulyadi described Purwakarta’s water utility as having an allocation of 3,000 liters per second from the reservoir and said the utility had used 380 liters per second, or 11% of that allocation, over past decades. He also cited an additional 14% share for the company; the report does not make clear enough what that percentage is measured against, and it is not a verified figure for the data center’s water use. That remains unclear. The governor announced a temporary halt, but the reports reviewed do not confirm that all work ceased at the site. Reuters’ initial report said the status on the ground was unclear and that BDx had not responded; a later syndicated Reuters version said the company was still confirming details. Reuters
The available reporting also does not include permit applications, final approvals, the environmental study, or independent measurements of water or noise. It therefore does not establish that the project has been approved or rejected, or that it has caused harm.
