Waymo’s 2026 California regulatory filing expands the territory where its driverless service is authorized, naming places across the Bay Area, Sacramento, Los Angeles, Orange County and San Diego. But an authorized operating area is not the same as a public ride-hailing launch: check Waymo’s live service information to see whether your exact pickup and destination are currently bookable.
Which California cities are included in Waymo’s expanded territory?
A California Public Utilities Commission (CPUC) filing identifies additions across several regions. Examples of named municipalities include:
- Bay Area and Northern California: Alameda, Antioch, Berkeley, Oakland, Napa, Santa Rosa, Walnut Creek, Vacaville and Vallejo.
- Sacramento region: Sacramento.
- Los Angeles area: Long Beach, Santa Clarita and Thousand Oaks.
- Orange County: Anaheim and Irvine.
- San Diego area: San Diego and Chula Vista.
These are examples, not a complete list: the filing says the named municipalities are included “but not limited to” those places. It describes parts of specified counties and areas, not blanket coverage of every street or community in those counties. See the CPUC filing for the authorized operational geography.
Does authorization mean Waymo rides are available now?
No. Regulatory authorization defines where a service may operate under its approved conditions; it does not confirm that public riders can book trips in every named location. Waymo’s February 5, 2026 Sacramento announcement said vehicles would initially be driven manually around the city in preparation, with public riders to be welcomed in the future. The announcement did not give a public launch date. That is a concrete example of a city appearing in expansion plans before public ride access is confirmed. Read Waymo’s Sacramento announcement, and check Waymo’s current service information or rider app for availability rather than relying on a regulatory map.

How the approved operating boundary affects a trip
The CPUC filing says Waymo operates exclusively within the California DMV-authorized operational design domain (ODD). A rider cannot choose a destination outside the approved geography, and the vehicle’s software will not route beyond it. The filing also says vehicles are designed to adjust to relevant conditions and stop safely if conditions fall outside the ODD.
For a practical trip check, verify that both the pickup and destination are inside the active service area shown to riders. A location can fall within an authorized domain without being part of the service currently offered to the public, and maps can change as rollout proceeds.

What California’s regulator records show
The CPUC permit index lists Waymo LLC as a Driverless Deployment permit holder. The CPUC advice-letter status page records an effective disposition date of August 14, 2026, for supplemental Advice Letter 4-A, which sought approval for an updated Passenger Safety Plan in connection with expanded territory and the Ojai platform. These records establish regulatory status and the filing’s disposition; they do not establish that passenger access has opened in each listed city.
California’s Department of Motor Vehicles (DMV) also announced updated autonomous-vehicle rules on April 28, 2026. Its summary describes staged testing and deployment permits, requirements for interaction with first responders, emergency geofencing, updated reporting and additional enforcement tools. Some provisions took effect immediately, while others are being phased in. Consult the DMV announcement for its account of the rule changes and implementation timing.

Why a map and a launch announcement can say different things
Authorization, rollout readiness and public booking are separate stages. Waymo’s announcement archive, for example, recorded an expansion to San Jose on December 1, 2025, and gradual rider onboarding for Miami on January 22, 2026. Those dated updates show why a regulatory map should not be treated as a live list of places where anyone can book a ride. Check the Waymo announcement archive for dated company updates, then confirm current access in Waymo’s rider-facing service information.

- Authorization: Is the location inside the approved ODD?
- Rollout stage: Is Waymo preparing or testing there, onboarding riders gradually, or accepting public bookings?
- Trip-specific access: Are your exact origin and destination both inside the active rider service area?
- Current conditions: Does the app allow the trip at the time you need it?
Waymo’s 2025 expansion announcement reported “hundreds of thousands of weekly fully autonomous trips” and “over 100 million miles of public road experience.” Those are company-reported figures from that announcement, not independent regulator counts or measures of the 2026 California expansion. They do not establish local ride availability or independently demonstrate safety outcomes.
