“Water-resistant” and “waterproof” do not have one universal meaning across gear. For electronics, look for the full IP code and the conditions the manufacturer specifies. For clothing, look for fabric test data and garment details. Neither label alone guarantees that an item will survive every kind of water exposure.
Start with the product category and what was tested
The first question is not simply whether a product is called waterproof; it is which part of the product was tested, by what method, and under what conditions. An IP code describes protection provided by an enclosure against specified ingress conditions. A textile hydrostatic-pressure result describes a fabric’s resistance to water penetration. These are different tests for different purposes, and there is no universal conversion between them.
IEC 60529 covers degrees of protection provided by enclosures for electrical equipment up to a rated voltage of 72.5 kV. Its consolidated publication record is IEC 60529:1989 with amendments from 1999 and 2013 (IEC publication record). The standard does not make IP codes a general rating for jackets, bags, footwear, or every other kind of gear.
How to interpret an IP water rating
In an IP code, the water-protection digit identifies a test category, not an all-purpose waterproof score. A European Commission Joint Research Centre report from 2023 summarizes the water categories in IEC 60529 as follows:

These descriptions come from the JRC report summarizing IEC 60529. The test categories are not interchangeable: passing an immersion test does not by itself establish performance under jets, nor does a code tell you whether a product suits every environment. The report describes an IP rating as an indicative guide, not a complete suitability assessment.
Read the full product specification, not just the label
Look up the exact IP code in the official specification and read the maker’s stated use conditions. “Waterproof” in marketing copy does not specify a test, duration, depth, or pressure. Sennheiser likewise advises readers to check the official product specification for the exact code rather than infer protection from marketing imagery (Sennheiser’s explanation of IP ratings and marketing terms).

Immersion rating does not mean unlimited submersion
IPX7 means temporary immersion under standardized conditions; IPX8 uses conditions agreed between manufacturer and user. Check what those conditions are for the particular device. For example, Garmin warns that activity can create pressure greater than a device’s rated depth, potentially allowing water ingress (Garmin water-rating guidance). A pool, a moving device, and an inactive device at a stated depth are not necessarily equivalent exposures.
What a fabric water-resistance result tells you
For textiles, ISO 811:2018 specifies a hydrostatic-pressure method for determining resistance to water penetration. ISO says the method applies to fabrics intended to be water resistant whether or not they have a water-resistant or water-repellent finish. ISO 811:2018 is Edition 2; ISO reports that it was reviewed and confirmed in 2025 and remains current (ISO 811:2018).

A fabric test result is not, on its own, a universal pass mark for every jacket or activity, nor does it certify a complete garment for all conditions. Ask the garment maker for the actual result, what material it covers, and what use the garment is intended for. Seams, closures, wear, and care can matter to the finished item, and the available evidence does not establish a universal way to convert a fabric result into whole-garment performance.
For clothing, weigh water protection against breathability
Resistance to water penetration and water-vapour permeability are separate performance dimensions. A garment specification should be read for both if you need rain protection while remaining comfortable during activity. Compare products within the clothing category using the same questions:

- Does the maker provide a fabric water-penetration test result and its context?
- Does the specification describe the garment’s construction, including seams and closures?
- Is the stated protection suited to your expected exposure and activity?
- Does the garment provide the breathability you need?
- What care conditions does the maker state?
Do not treat a fabric method as a substitute for the garment maker’s complete specification. The relevant distinction between liquid-water resistance and water-vapour permeability is discussed in this overview of waterproof and breathable protective clothing.

Compare like with like. An IP-rated electronic enclosure and a rain jacket do not share a common waterproof scale. Even two products in the same category may have different tests or stated conditions.

- Identify the tested item or component. Is the claim about an electronic enclosure, a fabric sample, or a complete garment?
- Find the method or full rating. For an enclosure, check the complete IP code; for fabric, look for the test method and result.
- Match the exposure. Distinguish splashes, jets, and immersion for devices. For clothing, consider the stated use and the maker’s test information.
- Check the boundaries. Look for stated duration, depth, pressure, activity conditions, construction, and care requirements. Do not infer details the specification leaves out.
- Choose for the actual use. A rating or result is evidence about specified test conditions, not a promise that the item will withstand every wet environment.
