Color temperature describes how light looks, not its full spectrum or how well a fixture lights a road. The more useful comparison includes the lighting task, light level, uniformity, glare, shielding, aiming, and operating controls.
Warmer LEDs can reduce some short-wavelength emissions, but warmth alone does not prevent glare or skyglow. To judge a streetlight, look at what it illuminates, where its light goes, and how much light it produces—not just the kelvin number.
What does “warm” or “cool” mean for a streetlight?
Correlated color temperature (CCT), measured in kelvins (K), describes a light source’s apparent color: lower values look warmer or more amber, while higher values look cooler or bluer. It does not describe the source’s full spectral power distribution (SPD)—the range and relative strength of wavelengths it emits. Different light sources can share a CCT while having different spectra, so CCT is a convenient label but an incomplete measure of environmental effects. FHWA explains this distinction.

These categories follow DarkSky’s luminaire guidelines, version 3.1, dated October 16, 2025. They are descriptive categories, not a universal prescription for every road.

Are warm or cool LED street lights better for visibility?
There is no single best CCT for every road user or visual task. Drivers need to see the roadway and hazards; pedestrians may need to identify crossings, obstacles, and other people. Local streets, sidewalks, and intersections can call for different lighting priorities. In each case, the useful question is whether the lighting provides appropriate visibility with adequate uniformity and without excessive glare or spill.
A U.S. Department of Transportation summary of a Lighting Research Center project reports that pedestrians’ perceptions of safety and personal security were related to perceived brightness, not just measured light level. In the project, people perceived locations lit by white LEDs as safer and more secure than locations lit by high-pressure sodium (HPS) lamps at the same measured light level. That is evidence about perception in the studied settings, not proof that a particular LED CCT makes every street objectively safer. The project summary estimates potential energy savings of more than 30% versus HPS under its benefit metrics; this is a project estimate, not a universal retrofit result. See the U.S. DOT summary.

Crash data do not establish a universal LED safety advantage either. The U.S. Department of Energy (DOE) reports that a Pacific Northwest National Laboratory and Delaware Valley Regional Planning Commission analysis found no statistically significant difference in vehicle crashes between municipalities that converted to LED roadway lighting and those that did not. DOE describes further research on visibility, comfort, safety, spectrum, and health, so the evidence does not identify one CCT as optimal for all roadway conditions. Do cool white street lights cause more glare?
Color temperature alone does not determine whether a streetlight causes glare. Fixture brightness, light level, contrast with the surrounding scene, viewing angle, aiming, shielding, and whether the source is directly visible all matter. Discomfort glare affects visual comfort; disability glare can make details harder to see. The available official guidance emphasizes glare and visual performance but does not establish a quantitative CCT-specific glare threshold.

The National Park Service (NPS) recommends fully shielded or full-cutoff fixtures that direct light toward the area being lit, with the source recessed so it is not visible at eye level. It warns that exposed globes or diffusers can send light upward and create glare that degrades visual performance. Read the NPS outdoor-lighting principles.
Do warm LED street lights reduce light pollution?
Warmer light can limit short-wavelength emissions, but it does not by itself eliminate light pollution. Light sent above the horizon or spilled toward homes and other unintended areas also matters. CCT is not a substitute for examining a fixture’s SPD, shielding, aiming, or output. DarkSky and the Illuminating Engineering Society summarize responsible outdoor lighting with five principles: useful, targeted, low-level, controlled, and warm-colored; they advise limiting shorter-wavelength blue-violet light to the least amount needed. Why a streetlight retrofit can produce mixed measurements
A 2021 study by Li-Wei Hung, Sharolyn J. Anderson, Ashley Pipkin, and Kurt Fristrup examined a Chelan County, Washington, retrofit. The county replaced 3,693 HPS street lamps with full-cutoff LEDs; approximately 80% of the replacement fixtures were 3000K and 20% were 4000K. Measurements around the 2018–2019 retrofit found that ground-based sky brightness increased and extended higher, while satellite-measured upward radiance decreased. The authors identify increased emissions below 500 nm and reduced zenith emission from improved shielding as plausible explanations for the difference. This place-based case does not isolate CCT as the sole cause. Read the study.
The contrast between ground-based and satellite measurements shows why “less light pollution” needs a defined measurement. A satellite reading of upward radiance and a ground measurement of sky brightness capture different outcomes; neither alone describes every effect of a retrofit.

What should a city or neighborhood compare?
When reviewing a streetlight design or retrofit, ask for information about the actual lighting performance, not just a CCT label. The criteria below help separate the main trade-offs.
- Task and road users: Identify whether the design serves vehicle travel, pedestrian crossings, sidewalks, local streets, or another specific task.
- Spectrum: Request the SPD, or relevant short-wavelength output when evaluating ecological or skyglow concerns. Do not infer the full spectrum from CCT alone.
- Light level and uniformity: Check the level needed for the task and how consistently the area is lit, including transitions between illuminated and unlit spaces.
- Glare and optics: Review shielding, source visibility at eye level, high-angle emission, aiming, and distribution.
- Spill and sensitive surroundings: Consider light reaching residential windows, parks, observatories, or sensitive habitat; these settings may warrant tighter limits on spectrum, spill, or operating hours.
- Controls and timing: Determine whether output can be dimmed when appropriate and reduced when illumination is not needed.
DOE says LED roadway optics can make target road-light levels achievable with less than half the total generated light compared with previous technologies. It also says that combining controls with time-of-night dimming can make 80–90% reductions in nighttime light feasible without adversely affecting the intended function. These are DOE’s general statements, not measurements of the Chelan County project or a guarantee for every installation. DOE’s roadway research page is the source for both claims.
What color temperature should street lights be?
Choose a CCT only in the context of the road’s task, spectrum, optics, light level, and surroundings. DarkSky and the IES advise using warmer-colored light where possible, while NPS says warm-white options are readily available for many outdoor uses. That guidance supports considering warmer light, not treating any one CCT as the right answer for every roadway.
For a specific project, ask the responsible agency for the proposed CCT and SPD, the lighting levels and uniformity by location, fixture cut sheets showing shielding and distribution, and details of dimming schedules. Then compare those details with local roadway requirements and the site’s environmental and residential needs. Local codes and procurement rules vary, so U.S. guidance should not be read as a substitute for the requirements that apply in a particular jurisdiction.

Does brighter lighting always make a street safer?
No. The NPS recommends using the lowest output needed for the task and cautions that increasing output can reduce visibility and safety rather than improve them. The right goal is useful, well-directed illumination—not the maximum possible brightness. A fixture that is brighter but poorly aimed or exposed can create glare, while careful optics and controls can keep light on the area it is meant to serve.
