WARC (Web ARChive) is a standardized container for preserving captured web resources and the information needed to interpret those captures. It is not a browser, crawler, or replay application: a WARC file can hold HTML, images, HTTP requests and responses, metadata, and other data, but a separate index and replay tool are normally needed to find and view archived pages. The current confirmed edition of the standard is ISO 28500:2017, second edition, published in 2017 and confirmed in 2023.
What a WARC file contains
A WARC file is a sequence of records written one after another. Each record has a WARC version line, named text headers, a blank line, a content block, and record-ending newlines. The content block is arbitrary data: it might be an HTTP response, an image, a PDF, a DNS result, or another captured object. WARC does not require every record to contain a web page or even a particular media type.
Headers describe the record and its relationship to the capture. Depending on the record and applicable WARC version, useful fields include an identifier, a type, the target URI, a timestamp, content length, and references to related records. A file commonly starts with a warcinfo record describing the file or crawl, followed by records for captured resources and associated information. The ISO and IIPC specifications define the field rules; implementers should check the rules for the WARC version they are producing or consuming rather than assuming every field is mandatory in every record.
ISO 28500 specifies a format for storing payload and protocol-control information, linked metadata, compression and record integrity information, transformation results, duplicate-detection events, extensions, and optional segmentation of oversized records. That breadth is why WARC is more than a way to save a page’s HTML: it can preserve evidence about how a resource was requested, retrieved, related to other resources, or subsequently transformed.

The eight common WARC record types
The Library of Congress format description documents these eight types. A record’s type indicates its role; it does not by itself guarantee that a replay tool can reconstruct a visually identical page.

For preservation and replay, relationships matter as much as individual records. A revisit record depends on the earlier content it points to; a response may be associated with a request; a continuation belongs to a logical record split into segments. Preserve identifiers and references when moving or processing WARC data. Losing those links can make the stored bytes harder to interpret or reconstruct.
How WARC relates to ARC
ARC_IA is the Internet Archive’s earlier aggregate format for sequences of web-crawl content blocks, used since 1996. WARC extends that model into a format intended for broader use by memory institutions and archives. It adds richer support for request and control information, arbitrary linked metadata, identifiers, duplicate handling, transformations, and segmentation. ARC and WARC are distinguishable so software can handle legacy ARC data while archives transition to WARC.

The practical choice is not simply “new format versus old format.” If a collection already exists as ARC, it may need to remain readable in its original form or be migrated with tools that preserve the relationships and capture context. For new preservation or interchange workflows, WARC is the standardized container to consider. A format alone does not perform a migration, guarantee complete captures, or provide a viewer.

WARC versus a saved web page or screenshot
A saved HTML file or screenshot is useful for particular tasks, but neither is equivalent to a WARC capture. A screenshot records a rendered visual state. A basic HTML save preserves markup but may omit or lose links to scripts, stylesheets, images, network responses, and request context. A WARC can aggregate multiple captured resources and protocol information in records, although its actual completeness depends on what a crawler collected.
Choose based on what you need to keep:
- Visual reference: a screenshot can be sufficient when the goal is to document how a page appeared at a particular moment.
- Single document: a browser save may be adequate for a simple page when dependencies and request history are not important.
- Web preservation or exchange: WARC is designed to package captured resources with control information and metadata for archival handling.
- Interactive replay: WARC records provide material for replay, but a replay system is still needed and the result depends on capture coverage and replay behavior.
Compression, indexing, and opening a WARC
Libraries and archives commonly preserve WARC using record-at-a-time GZIP compression. A filename ending in .warc.gz therefore usually means a gzip-compressed WARC, not a separate archival format. Record-at-a-time compression permits compressed members to be indexed and retrieved at record boundaries while preserving the WARC sequence.

Compression and indexing are separate concerns. The WARC container holds records; an archive system may build a CDX or successor index to locate records efficiently. The indexing layer is not itself part of the WARC format. Likewise, a file being valid WARC does not mean an ordinary text editor or browser can show it as a reconstructed website.
- Identify the file. Determine whether it is an uncompressed
.warcfile or a compressed.warc.gz. Do not rename the extension as a substitute for decompression. - Use WARC-aware software. Select a tool that can parse the relevant WARC version and, if you need web playback, supports replay rather than only record inspection.
- Check whether an index is available. For large collections, use the archive’s index or create the indexing data required by the chosen tool. A standalone WARC may need to be scanned before records can be found conveniently.
- Inspect capture relationships. Look at target URIs, dates, record types, and relationship identifiers to distinguish a page response from associated requests, metadata, or revisit records.
Replay requires more than extracting an HTML payload. A replay application must interpret HTTP semantics and redirects, find embedded resources, and often rewrite URLs so archived resources resolve within the replay environment. Modern pages can also depend on scripts, APIs, fonts, or external services that were not captured. A WARC can preserve what the crawler collected; it cannot restore resources that were never captured or make every contemporary web application behave exactly as it did online.

WARC-Date is a UTC timestamp in an ISO 8601/W3C-style format. Records associated with one capture event share that timestamp even if the records are physically written at slightly different times. When analyzing chronology, treat it as capture-event time rather than assuming it precisely describes when each record was written to storage.

WARC 1.0 and 1.1 rules may differ in details. The broad record model is useful for understanding either, but software that writes or validates archives must follow the applicable version’s specification. The ISO 28500 second edition was published in August 2017 and confirmed in 2023; the Library of Congress format description was significantly updated on April 29, 2024. These dates identify the standards and description status, not the date of any particular archived capture.
Common problems and how to resolve them
- A browser downloads the file instead of displaying a page. This is expected: WARC is a storage format, not a website viewer. Open it with a WARC-aware inspection or replay application.
- The file looks like unreadable binary data. It may be GZIP-compressed or contain binary payloads such as images. Check the compression and use a parser rather than treating the entire archive as plain text.
- A compressed file opens but records are difficult to find. The archive may lack a usable index. Use the collection’s indexing layer or build an index with compatible archive tooling.
- A page replays without images or styling. Check whether those resources were captured, whether their records can be located, and whether the replay application resolves embedded-resource URLs. A capture cannot replay data it does not contain.
- A revisit record appears to have no page content. Revisit records can refer to earlier content rather than repeat it. Follow the relationship identifier and make sure the referenced record is available.
- A large record appears incomplete or fragmented. WARC supports segmentation. Check for associated continuation records and ensure that processing has not discarded them.
- Timestamps differ slightly across the file. Records written at different moments can still share one capture-event timestamp. Interpret
