How VPNs, proxies, and Tor differ
All three send traffic through an intermediary, but that intermediary—and who else can connect your identity to your destination—differs. A VPN and a basic proxy rely heavily on one provider. Tor sends traffic through multiple relays, designed so that no single relay should learn both who you are and where you are going.

Choose by the observer you want to limit
Hide covered traffic from your ISP or public Wi-Fi operator: VPN
A VPN can keep the local network from seeing the destinations of covered traffic, while that network can still see a connection to the VPN. The VPN provider becomes able to see traffic passing through its service, so this is a shift in trust, not a way to remove trust. HTTPS continues to protect the contents of supported website connections from intermediaries.
Before relying on a VPN, assess what the provider collects, its business model, policies, audits, reputation, and jurisdiction. A “no logs” claim is not enough by itself to establish what the service actually does. EFF lays out these considerations in its VPN selection guide.

Make websites see a different network address: Tor Browser
Tor Browser makes a website see traffic arriving from a Tor exit relay rather than your ordinary IP address. The Tor Project says Tor passes traffic through at least three different servers before sending it to its destination; this is an architectural description, not a guarantee of anonymity. Its comparison of Tor and proxies explains the relay model.
Tor is not a shield against identifying yourself. Signing in to a personal account or entering identifying details tells the site who you are regardless of the route. Sites may be slower or unavailable, and Tor Browser’s protection applies to its browser traffic rather than other apps. EFF discusses these limits in How to: Use Tor.

Relay a particular app or request: proxy
A proxy can be suitable when the goal is simply to send a specific app or request through another endpoint and you trust the operator. It is not automatically a privacy upgrade: a one-hop provider may be able to associate your source address with the destination. Some proxies encrypt the link between you and the proxy, but that does not necessarily protect traffic from the proxy operator. The Tor Project’s proxy comparison describes this single-provider trust issue.
Avoid putting identity and destination in one party’s hands: Tor
Tor’s multi-relay arrangement is designed to distribute what each relay can know: the entry relay sees the incoming connection, while the exit relay sees traffic leaving Tor. No single relay is meant to learn both the user’s identity and destination. This reduces reliance on one intermediary, but it is not perfect anonymity; account use, identifying behavior, or problems at the destination can still reveal you. What Tor does—and does not—protect
Tor encrypts traffic within the Tor network, but the final connection from an exit relay to a website is protected only when the website supports HTTPS. Without HTTPS, the exit relay may be able to observe the traffic content. Tor does not make unsafe browser add-ons, downloaded documents opened in external applications, or direct connections from other apps safe. Follow Tor Browser’s security guidance and EFF’s Tor guide rather than adding arbitrary plugins or opening downloaded files in a way that could expose your ordinary IP address.
Tor is a useful privacy and anonymity tool, but perfect anonymity is generally impossible. EFF’s guide stresses that the tool cannot compensate for every action or exposure.

Should you use a VPN and Tor together?
Usually, no—not as a default privacy upgrade. The Tor Project generally advises against combining a VPN with Tor unless you are an advanced user who understands how to configure both without compromising privacy. A misconfigured combination can reduce anonymity or break protections rather than automatically adding security. Read the Tor Project’s VPN guidance before attempting it.

A practical decision checklist
- Your ISP or Wi-Fi operator should not see covered browsing destinations: consider a VPN only if you are willing to trust its provider with the traffic it handles.
- You want websites to see a Tor exit address rather than your ordinary IP: use Tor Browser, and avoid signing in or sharing details that identify you.
- You only need one configured app or request to use another endpoint: a proxy may suffice, but treat its operator as a party that may connect your source with your destination.
- You need other device apps protected: Tor Browser does not route them through Tor; its protection is limited to browser activity.
