Vodafone has expanded its partnership with Intelsat to offer organizations satellite connectivity for mobile operations and temporary sites in hard-to-reach areas or disaster zones. The Intelsat Flex portfolio adds two GEO-satellite service modes to Vodafone’s range: Communications-on-the-Move (COTM) and Communications-on-the-Pause (COTP). They are designed to complement terrestrial networks, not replace them.
What Vodafone and Intelsat announced
Vodafone’s 23 September 2024 announcement describes a wider offer of temporary and on-the-move satellite connectivity for businesses, governments, and charities. It adds Intelsat’s Flex portfolio to Vodafone’s satellite range for organizations that need communications beyond the reach of terrestrial networks or as an added layer of resilience. The stated use cases include tracking valuable cargo, connecting new or temporary sites, maintaining communications resilience, and supporting emergency response. Vodafone describes the services as secure, reliable, and easy to use; those are the company’s characterizations, not independently reported performance findings.
How the two satellite service modes differ
Both modes use Intelsat’s geostationary (GEO) satellite network. The practical distinction is whether the connected operation is moving or stationary.

Who the offer is for—and what it does not replace
Vodafone names businesses, public-sector organizations, and charities as potential users. The offer is relevant where teams operate in remote or underserved places, need a temporary connection, or want another communications path for continuity and emergency response. Vodafone positions satellite as a complement to its terrestrial networks; the announcement does not claim that Intelsat Flex replaces ordinary mobile or fixed connectivity.

Vodafone also says Intelsat service will support Vodafone Foundation connected health and education initiatives across Europe and Africa. The Foundation is described as being on standby to assist relief organizations responding to disasters. These are humanitarian applications mentioned by Vodafone, rather than a separate consumer service.
Do not confuse Intelsat Flex with direct-to-smartphone service
The same Vodafone announcement separately discusses its direct-to-smartphone work using low Earth orbit (LEO) technology. The Intelsat Flex offer covered here is GEO-based and uses satellite terminal equipment; it is not a service that connects an ordinary smartphone directly to a satellite. The International Telecommunication Union notes that “direct-to-device” and “direct-to-smartphone” are often used interchangeably in public discussion, although the terms are not technically identical. Availability, pricing, and specifications
Vodafone describes the portfolio as aimed globally at private- and public-sector customers, but that does not establish availability in every country. The announcement does not publish prices, throughput, latency, service-level guarantees, named terminal models, or country-by-country availability. Vodafone Business’s current satellite page presents a wider portfolio—including broadband, low-bandwidth services, direct-to-device connectivity, tailored setups, and managed installation—and directs business customers to contact Vodafone rather than publishing detailed specifications or prices.
Organizations evaluating the offer will need to confirm local availability, technical requirements, service terms, and costs with Vodafone Business. The published announcement does not specify ordering steps or establish compatibility with generic satellite phones, routers, or dishes.
