Don’t decide on VMware or Oracle licensing from a headline price change. First map your entitlements to the workloads, hosts, cores, software editions, and features you actually use; then compare renewal, renegotiation, cloud placement, and migration over the same time horizon. Broadcom ended VMware perpetual-license availability in January 2024, while Oracle licensing remains dependent on each product’s edition, metric, deployment, and options.
What changed with VMware licensing?
On January 22, 2024, VMware by Broadcom announced the end of availability of perpetual licenses and identified subscriptions as the standard commercial path. That changes how organizations buy and renew VMware; it does not, by itself, determine whether VMware is still the right platform or what a particular renewal should cost.
For one concrete example, Broadcom’s 2024 documentation describes vSphere Standard as subscription software licensed per core, with a minimum of 16 cores per processor. Apply that minimum when modeling this edition, and verify the metric and terms for every other product or bundle in your quote. Do not assume an old perpetual entitlement, a different VMware edition, or an existing agreement follows the same terms as a new subscription.
Compare four paths before you commit
Evaluate each option against the same workload inventory and planning period. The table identifies the questions to resolve; it is not a price comparison, because no universal price follows from the available licensing facts.

Compare the full commercial horizon, not just the first invoice. A migration estimate should include tooling, testing, retraining, support, parallel operation, and an exit contingency. A renewal estimate should include the subscription term and the entitlements required to keep the necessary features and support.
How Oracle Cloud VMware Solution licensing fits
Oracle Cloud VMware Solution (OCVS) is a cloud-placement path, but do not assume that choosing OCVS automatically includes VMware licenses. Oracle’s March 18, 2026 release note says OCVS supports VMware Bring Your Own License (BYOL). Under that model, customers procure eligible VMware entitlements separately; Oracle provides OCI infrastructure and service operations. Confirm that your specific entitlements qualify and that the service and SKU are available on the terms and in the region you need.
Oracle also announced that new long-term license-included OCVS SKUs were to be discontinued on March 22, 2026. That announcement is about new SKUs; it does not establish the terms of every existing customer arrangement. For a new deployment, get written confirmation of whether the quoted service is BYOL or license-included, what the VMware entitlement covers, and what happens at renewal.
Why Oracle licensing must be reviewed separately
A VMware decision can change the location or topology of Oracle workloads, but it does not settle Oracle licensing. Oracle Database exposure depends on the product edition, the applicable processor or named-user metric, deployment boundary, and use of separately licensed options. Recalculate the Oracle position after each topology change rather than treating a virtual machine boundary as an automatic limit on licensing.

Database editions, metrics, and options
For each database deployment, establish the edition in use, the metric in the applicable agreement, the processors or users counted under that metric, and the boundary relevant to the deployment. Inventory options as well as the base database. Oracle states that use of Partitioning outside restricted cases requires a Partitioning license where that license is available; verify whether the option is used and whether a restricted case applies before treating it as covered.
Java releases and subscription terms
Java licensing depends on the exact distribution, release, and use. Oracle OpenJDK is licensed under GPLv2 with the Classpath Exception. Oracle’s Java FAQ documents no-fee terms for specified Oracle JDK releases; that is not a blanket statement that every Oracle Java release or use is free. Check the terms for the specific release and deployment.

Oracle Java SE Universal Subscription covers commercial desktop, server, and cloud use during the active subscription term. Oracle says the Universal Subscription replaced legacy Java SE and Desktop subscriptions on January 23, 2023. Its FAQ recommends moving Java SE applications to Oracle OpenJDK binaries under GPL before a subscription ends if the organization does not intend to continue subscribing. Treat that as a migration decision requiring release, application, and support checks—not as an automatic, risk-free binary swap.

- Inventory VMware. Record each host, processor and core count, edition, features in use, contract end date, and workload dependency. Keep contract documents and current entitlement evidence with the inventory.
- Inventory Oracle Database and Java. For each application, record database edition and options, Java distribution and release, deployment location, applicable metric, and support entitlement.
- Model at least three scenarios. Compare renewal of the current stack, moving VMware workloads to a BYOL cloud service, and migrating selected workloads to another virtualization or database platform. Use the same planning period and include transition and operating costs.
- Recalculate Oracle exposure for each topology. Review database metrics, deployment boundaries, editions, and option use after moving hosts, clusters, VMs, or cloud instances. Do not rely on a VM boundary alone to limit Oracle licensing.
- Price the operational work. Include conversion tooling, testing, downtime risk, retraining, backup and disaster-recovery changes, support, a dual-running period, and an exit contingency.
- Obtain written, deployment-specific terms. Ask the vendor or authorized channel to confirm the exact products, metrics, covered infrastructure, qualifying entitlements, region, term, support, and renewal conditions before signing.
What should drive the final decision?
Renewal is easier to defend when the VMware features and support are necessary, the subscription terms fit the estate, and migration risk outweighs credible savings. Renegotiation is worth pursuing when the proposed package, capacity, or term does not match actual use. Cloud placement is relevant when retaining VMware is important but infrastructure operations should move, provided the licensing model and eligible entitlements are clear. Migration deserves a workload-by-workload case when applications can move without unacceptable certification, reliability, or transition costs.

There is no supportable universal cost winner. The result depends on scale, core or processor counts, editions, options, contract duration, geography, negotiated discounts, and support needs. Base the choice on written quotes and licensing interpretations for your actual deployment, not a generic per-core or per-VM comparison.
