Choose a flat subscription when customers value dependable access or a defined tier and need predictable recurring charges. If your product delivers ongoing baseline value while consumption varies, a hybrid plan—subscription fee plus included usage and disclosed overages—may balance both needs.
What is the difference between subscription and usage-based billing?
A flat subscription charges a recurring amount for access or a service tier. Usage-based pricing ties charges to measured consumption, such as API calls, messages, tokens, storage, transactions, active users, or records processed.
The terms are not mutually exclusive. “Subscription” describes a recurring payment relationship; a subscription can also include metered usage or overages. Common usage-based structures include pay-as-you-go, fixed fee plus overage, and credit burndown. The practical choice is usually among flat recurring pricing, pure consumption pricing, and a hybrid.
For usage charges to work, a SaaS business must measure consumption, convert it into a charge, and invoice and collect payment. Stripe summarizes those steps as “metering … rating … and invoicing” in its Usage-Based Pricing Strategy for SaaS guide, updated April 7, 2026.

How do you decide which model fits?
Choose a usage metric customers recognize
Use a consumption metric only when it reflects value customers understand, can be measured consistently, and can be estimated before purchase. A useful test is whether a prospective customer can estimate the monthly bill from information they already have. Internal or opaque units, usage that rises without a corresponding increase in perceived value, and consumption customers cannot control can make a pricing model hard to trust.
Prefer a subscription when predictability is part of the value
A flat subscription is easier to explain and budget when customer use and value are relatively stable, or when the purchase is for ongoing access, support, or a predictable service tier. For the SaaS provider, recurring fees can create a revenue floor, although cancellations and failed collections still affect actual revenue.

Consider usage pricing when consumption varies with value
Usage-based charges can fit variable demand or products where customers receive more value as they consume more. They may lower the commitment needed to start using a product, but both the customer’s bill and the company’s revenue become more exposed to changes in activity.
Use a hybrid when the product has a baseline and variable consumption
A recurring fee can cover baseline service or value, with a stated usage allowance and a disclosed rate for consumption above it. Trial credits, spending caps, and committed-use discounts are other ways to shape the customer’s cost exposure. Explain these mechanics plainly: each changes how a bill behaves.

Compare the billing models
| Decision axis | Subscription | Usage-based | Hybrid |
|---|---|---|---|
| Customer bill predictability | Higher when the recurring fee and included service stay constant. | Lower when consumption fluctuates; transparent estimates, caps, or credits can help. | A recurring base adds predictability, but overages still vary. |
| Fit to variable consumption | Can undercharge heavy users or feel expensive to light users if tiers are poorly designed. | Directly tracks a defined usage measure. | Covers baseline value and charges for additional use. |
| Revenue predictability | Recurring charges are more predictable, subject to cancellations and collection. | Revenue is more exposed to customer activity and seasonality. | Combines recurring base revenue with variable expansion. |
| Metric and systems burden | Usually lower for a simple flat fee; tiers and entitlements still need management. | Requires accurate event measurement, rating, and invoicing. | Requires subscription entitlements as well as metering and overage rules. |
| Main customer risk | Paying for access or capacity that goes underused. | Surprise bills or difficulty forecasting spend. | Confusing allowances, thresholds, or overage calculations. |
These are directional trade-offs, not guaranteed outcomes. The right choice depends on the product’s value metric, customers’ ability to forecast spend, and the company’s capacity to meter and bill accurately.
What customer and business risks should you plan for?
Usage-based plans can create budget uncertainty
Variable consumption means variable bills. Show customers their current usage and spend, make the calculation understandable, and consider alerts or customer-set spending caps. Set expectations before usage begins so customers know what is measured and when charges apply.

Usage changes can obscure customer health
A customer may reduce consumption—and therefore pay less—without formally cancelling. For usage-based businesses, monitor usage and engagement alongside subscription cancellations; cancellation counts alone may not show that a customer is becoming less active.
Hybrid plans need especially clear thresholds
State what the base fee includes, how the meter works, what counts toward the allowance, and what happens when the customer crosses a threshold. Ambiguity about overages can turn a plan intended to balance predictability and expansion into a billing dispute.

What does usage-based billing require operationally?
Usage billing depends on reliable event-level measurement, rating rules that convert usage into money, and invoice generation and collection. Make the priced metric visible to both customers and finance teams. Incorrect or delayed events can lead to disputes, revenue leakage, and loss of trust.
Billing software is an implementation consideration, not a substitute for choosing a sound metric or explaining the plan. Stripe Billing documents flat, per-seat, tiered, and usage-based patterns. Stripe also describes Metronome as an add-on for advanced usage scenarios, including multidimensional pricing, rate cards, enterprise contracts, and hybrid models. These are vendor-described capabilities, not evidence that one product is superior. Evaluate whether any billing system fits your event volume, integrations, finance workflows, customer-facing usage views, and contract requirements. See Stripe Billing.
How should an existing SaaS business change its pricing model?
A change affects customer expectations as well as billing systems. Stripe’s vendor guidance recommends a staged transition rather than moving every customer at once. Adapt any rollout to contract terms and customer needs.
Quick Recap
- Start with new customers. Offer the new model to new accounts first so you can observe how the plan works in practice.
- Offer existing customers an opt-in transition. Explain the change and let customers choose whether the new structure fits them.
- Roll out by segment. Group customers in a way that lets your teams handle the change deliberately.
- Handle high-risk accounts carefully. Consider contract terms and customer circumstances before changing their billing.
- Prepare customer-facing communication. Announce what is changing, explain how the new charges work, and equip sales and customer-success teams with consistent explanations.
