It is scheduled to close on 6 January 2027. The CAA is seeking views on how the UK should share aviation information across air traffic management and emerging uncrewed-aircraft services—not feedback on a single software platform.
What is the CAA’s SWIM consultation?
The consultation is the CAA’s first formal opportunity for industry to help shape how the UK implements SWIM. It asks stakeholders to comment on the proposed direction, the components required and the guidance needed for a “fully digital, information-centric aviation ecosystem.” CAA consultation notice
SWIM stands for System Wide Information Management. The CAA describes it as a framework of standards, infrastructure and governance intended to make air traffic management (ATM) information discoverable, accessible and usable across ATM and emerging Uncrewed Aircraft System Traffic Management (UTM) services. Why does the CAA say SWIM is needed?
The CAA’s case is that aviation is moving toward an environment where crewed and uncrewed aircraft share airspace, airspace use is more dynamic, trajectory-based operations expand and digital services grow. Information exchanged in that environment needs to be accurate, timely, appropriately assured and understood consistently by its users.

The authority says a common, standards-based approach to exchanging information would support the UK Airspace Modernisation Strategy and alignment with the International Civil Aviation Organization’s Global Air Navigation Plan. It presents improved access to accurate information, less duplication, better interoperability and support for beyond-visual-line-of-sight operations and new airspace services as expected benefits. The CAA is inviting comments on the proposed direction and feedback on the components and guidance stakeholders would need. The documents are preliminary drafts or examples, so they describe a proposal still open to input rather than a final framework. CAA consultation notice
Who should respond, and how?
The CAA lists a broad range of stakeholders, including aerodrome operators, air navigation service providers, air traffic control staff, airports, airlines, government departments, industry bodies, regulators, military stakeholders and UAV operators. Useful questions to consider when assessing information-sharing arrangements include:
- How will information be assured as accurate and timely, and what safety implications arise if it is wrong or unavailable?
- What resilience is needed if a service or connection fails?
- How can the approach support interoperability and scale across different users and services?
- Could the arrangements affect competition or make participation unaffordable for some stakeholders?
These are practical lenses also raised in a separate CAA consultation concerning a proposed Common Information Service Provider (CISP) and Discovery and Synchronisation Service (DSS) for UAS data sharing. What happens after the consultation?
The consultation is scheduled to close on 6 January 2027. The CAA says it intends to continue refining the framework through consultation, stakeholder engagement and implementation experience. Its current plans are to publish technical architecture and operational scenarios for crewed aviation users in 2027, then formal Version 1 framework documentation in 2028. The CAA also expects the 2028 documentation to align with a rulemaking task to amend ATM and air navigation services (ANS) requirements in support of UK SWIM implementation. What SWIM does not mean
- It is not a product choice: The CAA explicitly says SWIM is not a single IT platform or product, and its consultation material does not recommend a supplier.
- It is not yet a final framework: The documents are preliminary drafts and examples, and the CAA is asking stakeholders to help shape the implementation.
- Its benefits are not quantified here: The reviewed CAA materials state expected benefits but do not provide measured figures for safety, capacity, cost, emissions, adoption or performance.
