A high code-coverage percentage does not prove that customers can complete the workflows they rely on. Code coverage shows which parts of an implementation tests executed; UI or user-journey coverage shows which user-facing flows tests exercised. They answer different questions, so sound release confidence uses both alongside checks that verify the right results.

The practical question is not simply “How much testing is enough to qualify a software release?” It is which important outcomes are covered, which implementation paths are exercised, and whether the tests would detect a failure that matters to users.

What do code coverage and UI coverage measure?

Code coverage measures whether tests executed selected structural elements in the program. Two common measures are statement coverage and branch coverage. Statement coverage asks whether executable statements ran; branch coverage asks whether the possible outcomes of decision points ran.

The International Software Testing Qualifications Board (ISTQB), in its Certified Tester Foundation Level Syllabus v4.0.1, defines branch coverage as the percentage of branches exercised. It states that “Branch coverage subsumes statement coverage”: 100% branch coverage implies 100% statement coverage, but 100% statement coverage does not imply 100% branch coverage. A test could execute a conditional statement while exercising only one of its outcomes.

UI coverage usually describes whether tests exercised selected visible scenarios or critical user journeys, such as signing in, placing an order, or recovering an account. There is no established universal definition or standard percentage for “UI coverage.” A team using the term should say what it counts—for example, named journeys passed, screens visited, or user-visible outcomes checked—and what its denominator is.

These measures are not competing versions of the same number. One concerns implementation execution; the other concerns user-facing flows.

How do the two forms of coverage differ?

Why does code coverage not prove that behavior is correct?

Coverage records execution, not the quality of the test’s checks. A test can run a statement and still miss an incorrect result if it has weak, incomplete, or missing assertions. For instance, a test might call a price-calculation function without asserting that the returned total is correct.

Even full branch coverage does not prove that every relevant defect has been detected. ISTQB cautions that defects dependent on a particular path can remain despite every branch being exercised. And structural coverage cannot reveal a defect caused by required behavior that was never implemented: there is no statement to execute for a missing feature. ISTQB also notes that “Performing only black-box testing does not provide a measure of actual code coverage,” underscoring that tests of visible behavior and measures of implementation execution are distinct.

Use coverage to find parts of the implementation that tests have not exercised and to help decide where to add tests. Do not treat a covered line as a validated requirement or a coverage report as proof of correctness.

What can UI and end-to-end tests tell you?

A journey test can check that several parts of an application cooperate in a sequence a user depends on. Google Testing Blog recommends: “Perform end-to-end testing for Critical User Journeys.” Such checks can reveal integration problems that isolated tests do not expose, including failures across component or service boundaries.

But a passing UI journey is not a complete map of the code it touched. Some branches may not be reached by the selected scenario, and code-coverage instrumentation for end-to-end tests can be difficult. These tests also involve more dependencies, so a failure may be harder to isolate than a focused lower-level test. Google notes that smaller integration-test environments can be faster and more reliable than full end-to-end tests involving all dependencies.

Keep the end-to-end suite deliberate: focus it on important user outcomes, then use lower-level tests for detailed logic and branch behavior. The aim is not to replace one kind of evidence with another.

Illustrative example: checkout coverage

Imagine a checkout journey test that signs in, adds an item to a cart, enters delivery details, and reaches the payment confirmation screen. It can provide evidence that this visible sequence works under the conditions the test exercised. It does not necessarily exercise every conditional branch in discount eligibility or payment handling.

Conversely, unit tests could execute many discount and payment branches without establishing that a customer can complete checkout through the interface. This is an illustrative example, not a measured result. It shows why journey coverage and code coverage should be read together rather than treated as substitutes.

Is there an ideal code-coverage percentage?

No universal percentage establishes that a release is safe. Google Testing Blog’s 2020 article, “Code Coverage Best Practices,” says: “Although there is no ‘ideal code coverage number,’ at Google we offer the general guidelines of 60% as ‘acceptable’, 75% as ‘commendable’ and 90% as ‘exemplary.’” Those bands are Google’s general guidance, not an industry-wide standard or a guarantee that a product at any one level is reliable.

A percentage can help a team notice trends or gaps, but its meaning depends on what is instrumented, what tests run, and how valuable the tested behavior is. A low-risk utility and a payment path should not automatically receive the same testing depth merely because a single threshold is easy to report. Choose targets in light of the software’s purpose, audience, and risks rather than turning a general number into a universal release rule.

How should a team combine the measures?

  1. Identify important user outcomes. List critical journeys and the failures that would matter most to users or the business. Define what counts as a covered journey or outcome.
  2. Test logic at a focused level. Use unit tests for important rules and boundary conditions, including branch outcomes where they matter. Check results with assertions that would fail when the behavior is wrong.
  3. Test important boundaries. Add integration tests where components, services, or data stores must work together. These can provide cross-component evidence without requiring every check to traverse the full production-like stack.
  4. Retain targeted end-to-end checks. Cover a small, dependable set of critical user journeys through the interface. Avoid treating the number of UI tests or screens visited as a universal quality score.
  5. Use coverage gaps as prompts, not verdicts. Review uncovered branches and statements, decide whether they represent meaningful risk, and add tests where they improve confidence. Also review whether existing tests assert the required outcomes.
  6. Review the evidence by risk. Consider together which journeys matter, which implementation paths the relevant tests execute, what those tests assert, and which failure modes remain outside their scope.

This is a practical way to combine the dimensions, not a standard formula for calculating a single “total coverage” score. No one numeric balance of unit, integration, and end-to-end coverage is established as optimal for every application.
