It does establish that Phoenix Ghost was developed for Ukrainian requirements and that 2024 reporting described Skydio and Anduril systems in Ukraine. Those are different kinds of evidence: a system shaped for a country’s needs or reported in use is not automatically a drone tested under a documented comparison.
What does “tested by Ukrainian troops” mean here?
It can refer to several things that should not be conflated: designing a system in response to Ukrainian requirements, training Ukrainian operators, reporting that a system was used in Ukraine, or conducting a formal trial with published methods and results. The public accounts cited below support the first three in varying degrees, but do not document a single Ukrainian test program or controlled platform-by-platform results.
That distinction matters because operational use can reveal practical strengths and problems without establishing how one drone compares with another. A formal comparison would need, at minimum, defined tasks, conditions, measures and results; those details are not supplied for the Ukrainian examples below.
Which U.S.-made systems are linked to Ukrainian requirements or use?

Phoenix Ghost: developed for Ukrainian requirements
The Pentagon’s April 21, 2022 statement identified Aevex as the developer and said Phoenix Ghost had capabilities similar to, but not identical to, the Switchblade series. The department declined to detail those capabilities. It also said knowledgeable unmanned-aircraft-system operators would need minimal training and that the United States would work through training requirements with Ukrainian Armed Forces. This supports a direct link to Ukrainian requirements and planned operator training; it is not a published account of a controlled troop test.

Skydio and Anduril: reported operational presence
The Atlantic’s July 2024 account describes Skydio autonomous camera quadcopters used with Ukrainian infantry for reconnaissance and artillery support, and reports Anduril’s Ghost deployment. That reporting is evidence of reported use, not a controlled evaluation. The public details in that account do not support ranking either system against the other or against Phoenix Ghost.
What the U.S. Army evaluated separately
A June 10, 2025, U.S. Army account describes a different evaluation context: Skydio X10D systems were delivered to the 1st Brigade Combat Team, 101st Airborne Division, for its Joint Readiness Training Center rotation, while Teal Black Widow was preparing to field. The Army said the systems would support Transformation in Contact brigades as they developed and refined tactics for networked reconnaissance and surveillance. These were U.S. Army activities, not evidence that Ukrainian troops tested those models.

The Army framed its approach as ongoing iteration and competition among suppliers. As UAS Project Manager Col. Danielle Medaglia put it: “Continuous iteration and integration of new technology, multi-vendor awards and continuous competition ensures we can field the most capable and cost effective UAS, at scale, that aligns with Soldier needs.” That statement describes the Army’s acquisition and tactics-development approach, not a finding about combat performance in Ukraine.
How to compare drones without confusing their roles
A reconnaissance quadcopter and a loitering or strike system are built around different missions; treating them as direct substitutes can make a comparison meaningless. The available sources also do not provide consistent performance measurements for the systems reported in Ukraine. Useful questions for evaluating any drone include:

- Operator burden: How long does it take to learn, and what level of prior flight experience is needed?
- Flight and sensing: What endurance and range are demonstrated, and how capable are the sensors in day and night conditions?
- Communications: How reliable is the link, and what latency or payload limits matter for the task?
- Resilience: How does it handle GPS denial, electronic-warfare jamming and obstacles?
- Support and adaptation: Can operators obtain parts and maintenance, and can the supplier revise software or hardware in response to field feedback?
These criteria draw on the Defense Innovation Unit’s description of its drone evaluation priorities and on analysis by the Royal United Services Institute (RUSI) about operator-supplier collaboration. They are comparison questions, not published scores for Phoenix Ghost, Skydio or Anduril systems in Ukraine.
What Blue UAS approval does—and does not—tell you
The Defense Innovation Unit says its Blue UAS list offers Department of Defense-approved options for government users, with listed drones validated as cyber-secure and available for government purchase and operation. Its evaluation criteria include ease of flight, learning curve, endurance, range, day/night operations, communications, latency, payload, sensor performance, obstacle avoidance, and resilience to GPS denial and electronic-warfare jamming.

Blue UAS status is not a Ukrainian field certification or proof of combat effectiveness. The DIU page reported 369 proposals from companies in the United States and 18 other countries for its refresh challenge when accessed October 4, 2026. That figure counts proposals, not approved or combat-proven drones.

Performance depends on the mission, operating environment, communications conditions, opposing electronic warfare and the operator’s ability to adapt. RUSI’s analysis describes how Ukrainian use of Chinese-origin small drones helped build a user-developer ecosystem. It also notes that some Ukrainians perceived U.S. small drones as performing less well and describes anecdotal concerns about reliability and access, alongside the costs of suppliers failing to work closely with Ukrainian operators.

Those observations are qualified analysis, not universal test findings or a controlled comparison of the U.S.-made systems named here. They point to a practical factor that a specification sheet alone cannot settle: whether a supplier can respond to users’ feedback and sustain a system under the conditions in which it is operated.
What can be concluded from the public record?
Phoenix Ghost has the clearest documented connection to Ukrainian requirements, while Skydio and Anduril systems appear in 2024 reporting about use or deployment in Ukraine. Separately, the U.S. Army described its own work with Skydio X10D and Teal Black Widow in 2025. None of these accounts supplies a controlled, published comparison of U.S.-made drones tested by Ukrainian troops, and the available information does not support a reliable count of models tested in named Ukrainian trials.
