The U.S. Cyber Trust Mark is a voluntary cybersecurity label for connected consumer products. A shield logo and QR code indicate that a device was certified against the program’s applicable cybersecurity criteria; the QR code is intended to open an FCC public registry with more detailed, comparable security information. The label is a useful comparison signal, not a guarantee that a device can never be hacked.

What the U.S. Cyber Trust Mark is

The Biden-Harris Administration announced the Cybersecurity Labeling Program for Smart Devices on July 18, 2023. The program is branded the U.S. Cyber Trust Mark. The Federal Communications Commission (FCC) was assigned responsibility for implementing it, while the National Institute of Standards and Technology (NIST) supplied the technical foundation.

In March 2024, the FCC established the first U.S. voluntary cybersecurity-labeling program for wireless consumer Internet of Things (IoT) products in FCC 24-26. FCC Commissioner Anna M. Gomez described it as “the first-ever voluntary cybersecurity labeling program for connected smart devices in the United States.”

What the mark tells you—and what it does not

What certification signals

A product displaying the mark has been certified against the cybersecurity requirements that apply to its product category. NIST-derived expectations include:

Why it is not a safety guarantee

Certification is a point-in-time and criteria-based assurance signal. It does not mean that a device is invulnerable, that every vulnerability has been found, or that the manufacturer will maintain the product indefinitely. A device without the label is not automatically insecure either, because manufacturers and retailers are not required to participate.

Which smart devices are covered?

Launch materials identify these examples:

  • Smart refrigerators and microwaves
  • Smart televisions
  • Smart climate-control systems
  • Smart fitness trackers
  • Home-security cameras
  • Baby monitors
  • Other internet-connected household appliances

Eligibility and certification depend on the FCC program’s product rules. For a smart home security camera, look for an actual U.S. Cyber Trust Mark on the product page, packaging or device—not merely a marketing statement such as “secure,” “private” or “encrypted.”

How the shield and QR registry work

  1. Find the shield. The program uses a shield-shaped U.S. Cyber Trust Mark.
  2. Scan the QR code. Use your phone’s camera or QR-scanning feature. The code is designed to direct you to the FCC’s dynamic public registry.
  3. Review the listing. The registry is intended to present consumer-friendly, comparable details, including software-update practices and other applicable security information.
  4. Compare the exact model. Confirm that the registry entry matches the model and hardware or software version you are considering; do not assume that one certified model represents an entire product line.

Because the registry is intended to be dynamic, its entry can provide more current information than a static logo on a box. Check it again when buying a replacement, an open-box unit or a used device.

Is the Cyber Trust Mark required?

No. The program is voluntary. A manufacturer or retailer may choose not to participate, so the absence of a mark cannot by itself establish that a product is unsafe. Conversely, a mark gives shoppers a standardized starting point for comparison that generic security claims do not provide.

How to compare two labeled products

Comparison question What to check
Is certification verifiable? Look for the shield and confirm the exact model in the QR-linked public registry.
How long are updates supported? Read the registry entry for update practices, then check the manufacturer’s documentation for the support period and update method.
How are vulnerabilities handled? Look for information about incident detection, vulnerability reporting and the manufacturer’s response process.
What data and account controls exist? Review the individual product listing and manufacturer documentation for collection, sharing, authentication and account-management controls. These product-specific privacy details are not established by the mark alone.
Will the product be maintained? Consider the manufacturer’s record of delivering software updates; certification does not promise perpetual support.

Routers and future smart-grid labels

Consumer routers

The White House directed NIST to define requirements for consumer-grade routers. Routers receive special attention because compromising one can enable eavesdropping, password theft and attacks against other devices and valuable networks. NIST’s published timeline showed draft router-requirements work continuing through 2024; that work should not be confused with a completed router label unless the FCC and NIST announce one.

Smart meters and power inverters

The Department of Energy separately announced research with national laboratories and industry on cybersecurity-labeling criteria for smart meters and power inverters used in the future smart grid. That research is a distinct effort from the consumer wireless-IoT label.

What the launch means for manufacturers and retailers

Participation creates a route to certification, testing and administration of a registry entry. The 2023 announcement named Amazon, Best Buy, Google, LG Electronics U.S.A., Logitech, Samsung Electronics, Cisco, the Connectivity Standards Alliance, Consumer Reports, UL Solutions, ioXt and others as supporters or participants. Those launch-era names do not, by themselves, establish current administrator status, enrollment rules or pricing; companies should verify those details with the FCC and the relevant certification organizations.

What is known about the program’s evidence base

NIST reported receiving more than 400 comments on its draft consumer-IoT cybersecurity baseline in 2021. There is no authoritative figure establishing how many certified products are currently sold, how much the label has reduced attacks, or what percentage of consumers recognize it. Claims about those outcomes should therefore be treated cautiously.

Practical buying checklist

  • Look for the U.S. Cyber Trust Mark rather than relying on a general security slogan.
  • Scan the QR code and verify the exact model in the public registry.
  • Read the listed update practices and vulnerability-handling information.
  • Check the manufacturer’s documentation for privacy, account security and update-support details.
  • Remember that voluntary participation means an unlabeled product requires additional evaluation, not an automatic rejection.

Does the Cyber Trust Mark mean a smart camera is completely safe?

No. It indicates certification against applicable criteria, but no label can guarantee that a device will never be compromised or that support will continue forever.
