Choose a strategy game if you want to direct units, manage resources, control territory, or solve problems through planning. If you want both, tactical RPGs combine character progression with deliberate, often map-based battles.
The labels overlap: “turn-based” describes how actions are paced, while “RPG” and “strategy” describe different, sometimes shared, kinds of play. To decide, look at what you spend most of the game doing—not just the store category.
What separates a turn-based RPG from a strategy game?
A turn-based RPG typically puts a character or party at the center of the experience. Nintendo’s broad description of role-playing games highlights control of a specific character, story, a large world, exploration, battles, and sometimes customization. Its guide uses Pokémon as an example. That is a useful overview, not a rule that every RPG must follow. Nintendo UK Support’s game-type definitions.
A strategy game foregrounds decisions about how to use forces or systems to reach an objective. Depending on the game, you might position a small squad, build an empire, manage resources, or plan across a historical battlefield. Turn-taking gives you time to consider choices, but it does not by itself make a game an RPG: strategy games can be turn-based, and RPGs can use other combat systems. Why the genres overlap
Turn-based RPG and strategy are not mutually exclusive categories. A tactical RPG asks you to care about characters and their development while also making strategic choices about movement, positioning, and battles. The academic paper “The Computational Complexity of Fire Emblem Series and similar Tactical Role-Playing Games” describes Fire Emblem as a turn-based tactical role-playing series, with grid movement, unit attributes, battles, and character leveling. Strategy Game Hub also places titles including Fire Emblem, Triangle Strategy, and Unicorn Overlord in the tactical-RPG overlap.
So if a game’s description calls it a “strategy RPG,” that does not settle whether it will suit you. Check whether its campaign is mainly about developing a cast, planning individual encounters, managing a larger system, or some combination.

How to judge a game beyond its label
- Story and exploration: Look for a campaign built around dialogue, a world to explore, and events that follow specific characters.
- Character progression: Check whether developing a character or party is a central, continuing activity or a smaller part of a wider management game.
- Scale of control: Ask whether you direct one character, a squad, an army, or a whole society.
- Map and positioning: See whether movement, terrain, and unit placement are the main problems to solve in battles.
- Resources and long-term planning: Look for systems such as expansion, technology, diplomacy, or an economy if broad strategic management appeals to you.
- Pace and pressure: Turns usually provide time to choose, but check for timers or other constraints if you want an unhurried experience.
These are inspection points, not a scorecard with a universal winner. Games vary, and a hybrid can put substantial weight on both character development and tactical decisions.

Fire Emblem is a useful example of the hybrid: Gao’s paper discusses its tactical, turn-based battles alongside unit attributes and character leveling. It helps explain how an RPG can also demand strategic planning. It should not be treated as a stand-in for every strategy game, especially broad empire-building or historical wargames, which focus on different scales of decision-making.

The same paper reports that “Simplified FE is PSPACE-complete” and “Poly-round FE is NP-complete.” These are results about deliberately simplified mathematical models and a bounded-round decision variant—not ratings of the commercial games’ difficulty for players. They do not tell you whether a particular Fire Emblem entry will feel easy, challenging, or enjoyable.
