Before opening it, check whether the code belongs in that place, preview the full URL, and verify unexpected requests through a website or phone number you already trust.
What makes a QR code trustworthy?
There are three separate questions: can the symbol be read, does its destination match what you expected, and is that destination or requested action legitimate?
ISO/IEC 18004:2024 sets requirements for QR-code symbology, including data encoding, symbol formats, dimensions, error correction, decoding, and production quality. It does not authenticate the organization behind an individual code or certify that a linked web page is safe. A correctly formed, scannable code can still lead somewhere deceptive. The FTC and FBI warn that criminals can replace displayed codes or use them to direct people to spoofed sites. A polished page, familiar logo, or browser lock icon does not by itself prove that a request is genuine. (FTC, September 2026; FTC, December 2023)

Before you scan
Check whether the code makes sense
Ask whether you expected the code and whether it fits the situation. Be particularly cautious about QR codes in unsolicited texts or emails that create urgency about an account, delivery, or payment. Do not let a demand to act quickly replace your usual verification steps. (FTC; FBI IC3)
Inspect codes displayed in public
On a parking meter, poster, payment point, or other public surface, look for a sticker covering another code, damaged signage, or other signs that the display may have been altered. If anything seems off, ask an employee to confirm the legitimate payment route or navigate to a known official website yourself. (FTC; FBI IC3; Canadian Centre for Cyber Security)

Use the phone’s built-in scanner
For ordinary scanning, a separate QR scanner app is not necessary: the FBI says most phones can scan codes with the camera app and advises against downloading QR scanner apps. The Canadian Centre for Cyber Security also cautions against unknown scanner apps. (FBI IC3; Canadian Centre for Cyber Security)
After scanning: check the destination before opening it
Read the URL preview
Pause at the URL preview instead of tapping automatically. Inspect the full spelling and domain for missing or switched characters, and ask whether the address actually belongs to the organization you meant to reach. If the destination does not match, close it and use a known website or contact method instead. (FTC; FBI IC3)

Stop at unexpected requests
Do not enter credentials, payment details, or install an app just because a QR-linked page asks you to. Reach the organization through a website or phone number you already trust. If you need an app, look for it in your device’s app store rather than installing it from a QR prompt. A convincing design or familiar branding is not enough to validate the request. (FTC; FBI IC3)
Use extra care with QR payments
Before paying, verify both the destination and the amount. The FBI advises caution when entering financial information on a site reached through a QR code and suggests using a known trusted URL for payment instead. (FBI IC3)

If you already opened a suspicious QR destination
If the page looks suspicious, close it and do not enter information. If you submitted a password, change it promptly; change it anywhere else you reused it, too. If you provided payment details, review relevant transactions and contact your financial institution through its official channel. Report suspected fraud through the appropriate official reporting route. If money was lost or a crime occurred, the FBI’s Internet Crime Complaint Center accepts reports; the FBI cautions that recovery of transferred funds is not guaranteed. (FTC; FBI IC3)

- How can a user independently confirm the destination?
- Who checks displayed codes for replacement, and how often?
- What should staff and customers do if a code is missing, damaged, or suspicious?
- Does the flow request credentials or payment after scanning, and can users complete the task through a known official route instead?
These checks respond to official warnings about replacement, cloning, and phishing. No particular label, scanner, or security product makes a QR destination trustworthy by itself. (FBI IC3; Canadian Centre for Cyber Security; HHS)
