Treasury securities and bank certificates of deposit (CDs) protect money in different ways, are taxed differently, and quote returns differently. To compare them fairly, match the term and quote date, then weigh the after-tax return against the rules for accessing your money early. Neither is always the better choice.
Are Treasury bills safer than CDs?
They have different protections. Treasury securities are backed by the full faith and credit of the U.S. government, which TreasuryDirect says guarantees timely interest and principal payments. They are not FDIC-insured. TreasuryDirect’s marketable-securities FAQs explain the government backing, and the FDIC lists Treasury bills, bonds, and notes as products it does not insure.
A CD held at an FDIC-insured bank is an eligible insured deposit, subject to the FDIC’s standard maximum of $250,000 per depositor, per insured bank, for each account ownership category. That limit applies across qualifying deposits in the category at that bank, not separately to every CD. The FDIC says coverage includes principal and accrued interest through the date of a bank’s closing, within the limit. See its deposit insurance information for details.
In practical terms, Treasury backing and deposit insurance are not interchangeable guarantees. For CDs, confirm that the bank is FDIC-insured and consider your combined eligible deposits there. Treasury securities do not use the FDIC system.

How are Treasury and CD interest taxed?
For U.S. federal tax purposes, interest from Treasury bills, notes, and bonds is taxable. It is exempt from state and local income taxes. The IRS states this rule in Publication 550 (2025), Investment Income and Expenses, and identifies interest from bank accounts and CDs as taxable interest.
CD interest is generally taxable interest. Your account type, tax situation, and state rules can affect reporting, so treat this as a general U.S. comparison rather than personal tax advice. The Treasury state-and-local exemption can make its after-tax return more attractive to some taxpayers even when its quoted yield is lower; the impact depends on your circumstances.

How do you compare Treasury yields with CD APYs?
Compare a Treasury and CD with similar terms using quotes from the same date. TreasuryDirect defines yield to maturity as the annual rate of return on a security; a bank quotes a CD’s annual percentage yield (APY). These figures are useful starting points, but the products may differ in payment or compounding conventions and in what happens if you need the money early. Check the relevant Treasury pricing and interest-rate information and the bank’s current CD disclosure.
For a more meaningful comparison, account for the Treasury’s state and local tax exemption, the CD’s tax treatment, and any withdrawal or sale consequences. Do not compare a short Treasury bill with a much longer CD as if they were equivalent offers.

There is no permanent return winner: auction yields and bank APYs change. Before choosing, verify the current Treasury auction or brokerage quote and the issuing bank’s current APY, term, minimum deposit, payment or compounding schedule, and withdrawal terms. No same-day paired quote is established here, so a current best-rate ranking would be misleading.
What Treasury security matches a CD’s term?
Treasury bills have terms of one year or less. TreasuryDirect lists four-, six-, eight-, 13-, 17-, 26-, and 52-week bills; rates are fixed at auction. Bills are sold at par or at a discount, and the holder receives face value at maturity. The difference between the purchase price and face value is the bill’s interest. Other marketable Treasury securities include notes, bonds, Treasury Inflation-Protected Securities (TIPS), and floating-rate notes. Their terms and features differ, so “Treasury” does not mean only a short-term cash alternative. Review the specific security and maturity in TreasuryDirect’s overview of marketable securities.

Selling a Treasury before maturity
Marketable Treasury securities can be sold before maturity, but the sale price can change with market conditions and may differ from face value. The return you realize on an early sale can therefore differ from the outcome of holding the security to maturity. TreasuryDirect describes marketable securities as transferable and sellable before maturity; see its marketable-securities information and pricing and interest-rate guidance.

Withdrawing from a CD early
CD early-withdrawal rules are set by the specific bank and offer. Restrictions, penalties, and access options can vary, so read the bank’s disclosure before opening the CD rather than assuming all CDs work alike. The FDIC identifies CDs as time deposits eligible for deposit insurance at insured banks, but its coverage rules do not establish a universal early-withdrawal penalty.

How to choose between a Treasury and a CD
- Set the time horizon. Decide when you may need the money, then compare products with similar maturities.
- Check the protections. For a CD, verify the bank’s FDIC status and whether your deposits at that bank fit within the applicable coverage limit. For a Treasury, understand that its protection is U.S. government backing, not FDIC insurance.
- Compare current quotes. Use a Treasury yield and a CD APY quoted on the same date, and check payment or compounding details rather than relying on old rate comparisons.
- Consider taxes and access. Account for the Treasury state-and-local tax exemption and decide whether you can hold to maturity or accept the consequences of selling a Treasury or withdrawing from a CD early.
