Two different rankings were published in 2017 about passwords found in 2016 breach and leak data: SplashData’s “worst passwords” list and Keeper Security’s “most common passwords” list. 123456 topped both, but their orders and entries differed. These are historical findings, not a current ranking or a census of passwords used worldwide.
SplashData’s 25 worst passwords of 2016
TIME reproduced SplashData’s ranking in an article published January 23, 2017. CSO Online reported that the list drew on more than 5 million leaked passwords used in North America and Western Europe and posted for sale online. The ordered list was:

TIME noted that zaq1zaq1 follows keys down the left column of a standard keyboard. It also reported that 17 entries had appeared on SplashData’s 2015 list. SplashData CEO Morgan Slain cautioned against making small tweaks to an easily guessed password: “Making minor modifications to an easily guessable password does not make it secure, and hackers will take advantage of these tendencies,” he said.

Keeper Security published a separate ranking based on its analysis of 10 million passwords from data breaches. Its ordered list was:

Keeper reported that its top 25 represented more than 50% of the passwords in its analyzed sample, and that nearly 17% of users were safeguarding accounts with 123456. Those are Keeper’s claims about its study, not established rates for all users.
Why the two rankings are different
“Worst” and “most common” are labels from two publishers, not two names for one unified ranking. CSO Online identified five passwords present in both lists: 123456, password, 12345678, 1234567890 and 1234567. Their shared appearance does not make the studies’ methods or samples interchangeable.

The reported scopes also differ: CSO described SplashData’s source as more than 5 million leaked passwords used in North America and Western Europe and posted for sale; Keeper said it analyzed 10 million breach-exposed passwords. The published information does not establish that the datasets were collected in the same way or are directly comparable.
CSO quoted SplashData figures of just over 10% for people using at least one password on that year’s 25-item list and nearly 4% for use of 123456. These figures, like Keeper’s sample statistics, should be attributed to their reported scope rather than treated as universal prevalence estimates.

What the lists mean for password choices
Both lists make a practical point: predictable sequences, keyboard patterns, common words and small variations are poor choices for protecting accounts. As SplashData’s Slain warned, a minor alteration to an easy-to-guess password does not make it secure. A unique, randomly generated password for each account is a better approach; Keeper’s report recommended password managers to help generate and manage them. A manager can help with uniqueness and storage, but the lists themselves do not establish that any particular tool guarantees account security.
