“We find it very encouraging that the EU Kids Act proposal presented by the Commission has opened a constructive debate on this crucial issue in Europe.”
His remarks signal support for an EU-wide discussion and framework, but do not establish that Apple endorses every provision in the proposed act.
What is the EU KIDS Act proposal?
The European Commission adopted and proposed the EU KIDS Act on September 17, 2026. It would set common rules for children’s access to social media and require providers to show that their services are age-appropriate and safe by design. The Commission’s proposed account-access approach is:
| Age | Proposed access |
|---|---|
| Under 13 | Social-media platforms would be prohibited from allowing access. Children could use child-friendly video-sharing services through a parent- or guardian-managed account. |
| 13–14 | Supervised mini-accounts with limited features and a stated one-hour daily limit. |
| 15 and older | Young people could open and manage their own social-media accounts. |
The Commission’s explainer also describes private-by-default profiles for minors, restrictions on unsolicited contact from strangers, and tools to make blocking and muting easier. It proposes safer defaults, limits on design features that encourage excessive use, and default restrictions on some AI companions and chatbots. Age checks are intended to protect privacy.

Is the EU KIDS Act law yet?
No. As of October 6, 2026, it is a Commission proposal, not legislation in force. The European Parliament and Council must examine it, negotiate, and decide on the final text before it can become law. The proposed age thresholds and account rules should therefore not be treated as current legal requirements.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How does the proposal differ from Apple’s parental controls?
The proposal concerns platform-wide rules for social-media services across the EU. Apple’s parental controls are tools families can use on Apple devices; they do not set EU-wide account-access rules for social networks. Cook’s comments came as Apple had separately announced planned controls for future operating-system updates.

In an announcement dated June 8, 2026, Apple previewed child-account setup, parental approval before a child visits a new Safari website or adds a new contact, app-category time allowances, schedules, and a redesigned Screen Time overview. Apple said the features would arrive with iOS 27, iPadOS 27, and macOS 27 updates, and cautioned that they were subject to change. That announcement does not establish that these features are currently available.
Apple also described existing tools and services including Communication Safety, Screen Time passcode notifications, reporting tools in certain regions, and Apple Watch For Your Kids. It said it was working with the American Academy of Pediatrics to adapt its Family Media Plan for parents using Apple products. These company-described device tools are separate from the Commission’s proposed obligations for social-media providers.
