TikTok’s US Terms of Service update was reported four days before the outage, but the available reporting does not establish that the update caused the disruption. These reports describe a past incident, not TikTok’s current service status.
What happened during the TikTok outage?
Users began reporting problems around January 25, 2026, with disruptions continuing into January 26 and the days that followed. Symptoms reported to Tom’s Guide included feeds and profiles that would not load properly, slow comments, delayed or failed uploads, timed-out requests, and videos temporarily displaying zero or fewer views. The report also noted complaints about CapCut, while describing that connection as likely rather than confirmed.
TikTok USDS said a power outage at a US data-center partner site triggered a “cascading systems failure.” In its January 26 update, reproduced by Tom’s Guide, the company said the network had been recovered but technical issues remained. A January 27 update said recovery had made significant progress while some users could still encounter problems, including when posting new content.
What TikTok and Oracle said
Oracle spokesperson Michael Egbert told Tom’s Guide that an Oracle data center had experienced a temporary, weather-related power outage over the weekend, affecting TikTok. Egbert said the technical problems users encountered followed that outage and that Oracle and TikTok were working to resolve them.

TikTok also said that temporary displays of zero views or likes, or apparently missing earnings, could result from server timeouts. The company characterized these as display errors and said users’ underlying data and engagement were safe. That is TikTok’s assurance; the cited reporting does not independently verify the integrity of every account’s data.
What problems did users report?
- Feeds, profiles, or comments loading slowly or failing to appear.
- Uploads failing, arriving late, or timing out.
- Videos temporarily showing zero or fewer views than expected.
- Apparently missing earnings or engagement figures, which TikTok attributed to display errors caused by server timeouts.
Outage trackers and a publication poll offered snapshots of the disruption, not a count of everyone affected. Tom’s Guide reported that Down Detector had logged 585,000 cumulative TikTok outage reports through January 26. It also cited about 1,500 reports shown at the time of one January 26 update—a time-specific tracker count. Separately, 97% of 400 Tom’s Guide readers who responded to its poll said they were experiencing TikTok issues; that poll was not a representative survey of all users.

What changed in TikTok’s US Terms of Service?
Tom’s Guide reported that TikTok updated its US Terms of Service on January 22, 2026, shortly before the outage. Its account highlighted discussion of data collection, precise location, AI-related terms, and a rule concerning usernames on accounts inactive for 180 days. The article also characterized the terms as mentioning sensitive categories—including gender identity, religious and racial origin, and immigration status—and said the app could collect precise GPS location.
Those are descriptions in the report, not a clause-by-clause legal analysis. The official TikTok US Terms of Service page was checked, but its legal text was not readable in the available version. As a result, the cited material does not support a reliable comparison with the previous terms or a conclusion about exactly what a user agreed to. For the wording that applies to an account, consult the current terms directly.

Did the Terms update cause the outage?
No causal link is established in the cited reporting. The update was reported on January 22 and the outage began around January 25, so the policy change preceded the disruption. But TikTok USDS attributed the incident to a power outage at a data-center partner site and a cascading systems failure; Oracle specifically described a temporary weather-related outage at an Oracle data center. Neither source in the report says the Terms update caused the technical failure. Timing alone does not show causation.
