The world has not run out of oil, but its cushion of inventory that can be quickly delivered may be unusually thin. At an October 2026 energy forum in London, Saudi Aramco CEO Amin Nasser said commercial inventories had fallen below 6 billion barrels and that most of the remaining volume was not practically available, according to Reuters. The warning is about accessible stock during supply disruptions—not the exhaustion of global oil resources.
What does “burned through the oil stockpile buffer” mean?
It means that the spare inventory available to help offset a disruption may be limited. Oil can still exist in commercial storage, government reserves, pipelines, or tankers without being immediately deliverable to the buyers and refineries that need it. The phrase is therefore a warning about market resilience, not a claim that the world has used up its oil.
Nasser told the London forum that commercial inventories were below 6 billion barrels and that the vast majority was not practically available. He also said that only 10% or less was available. Those are his assessments as quoted by Reuters, not a separately verified global inventory calculation.
Why a barrel in storage may not be usable
A headline inventory total counts oil that may not be ready to enter the market. Reuters described several reasons for that gap:

- Operational limits: Some oil remains at the bottom of storage tanks or in pipelines and cannot be withdrawn or redirected as readily as accessible stock.
- Government rules: Countries may be required to retain minimum emergency stocks rather than release them for ordinary market use.
- Timing and location: Oil must be in the right place and move through available infrastructure to reach a refinery or buyer. A stored barrel is not necessarily an immediate substitute for a disrupted shipment.
These constraints help explain how commercial inventories can still total billions of barrels while executives describe the practical cushion as strained.
What has been withdrawn, and what is the planned release?
Nasser said more than 1 billion barrels had been released since the start of the year’s Middle East crisis, mainly from onshore commercial inventories, Reuters reported. The report also described a planned International Energy Agency release of 100 million barrels of crude and diesel. Nasser said, “It took a lot of negotiations, but it is 100 million.”

There was uncertainty in the Reuters account over whether the planned 100 million barrels included volumes from an earlier release that had not yet reached the market. The announced volume should therefore not be read as a simple measure of newly delivered oil available to buyers.
How large is demand relative to the release?
The IEA put world oil demand at about 102 million barrels per day, as cited by Reuters. At that demand rate, 100 million barrels is roughly equivalent to one day of global consumption in arithmetic terms. That comparison does not mean a release can supply every user for a day: the crude and diesel must be delivered, and crude may need refining before it becomes the products consumers use.

Commercial inventories and strategic reserves are different
Commercial inventories are held within the oil trade and supply chain. Government strategic reserves are emergency holdings, generally governed by public policy and release decisions. They can add supply in a crisis, but they are not interchangeable with routine commercial stocks or necessarily available on the same timetable.
Reuters reported that U.S. Strategic Petroleum Reserve crude stocks were at their lowest level since October 1982, citing U.S. Department of Energy data. That is a separate measure from Nasser’s estimate of commercial inventories; the two figures should not be combined as though they described the same pool of oil.

Why executives say the market is vulnerable
A thinner usable buffer leaves less room to absorb delayed shipments or other supply interruptions. Reuters quoted Vitol CEO Russell Hardy saying the world was relying on seaborne oil exports passing out of the Middle East “to keep things in balance as we go through winter, because there aren’t any more inventories to drain in the West.” The remarks describe executives’ outlook at the forum, not a precise forecast of a shortage or oil-price move.
The report also said executives expected rebuilding inventories to take years while demand is being met. That is a conference assessment, not a guaranteed timetable: the pace would depend on supply, demand, and whether disruptions persist.

What the warning does—and does not—tell consumers
The comments point to a reduced shock absorber in the oil market. They do not establish that fuel will run out at a particular time, predict a specific price increase, or mean that known oil reserves have been exhausted. The relevant risk is that a disruption could be harder to offset quickly when much of the oil counted in inventories is operationally or politically unavailable.
