The Wolf Amendment is not a blanket ban on every contact between NASA-affiliated people and Chinese researchers. It restricts the use of specified federal funds for certain bilateral activities involving NASA and China, while NASA guidance permits some scientific discussion and other activity outside that boundary. Whether the restriction is a mistake depends on how much scientific access is lost, what security risks the limits prevent, and whether the rules can be enforced clearly.
What does the restriction actually cover?
“Wolf Amendment” is the common name for restrictions Congress first enacted in 2011. The operative language varies by appropriations law. Section 310 of the September 23, 2024 Congressional Record text bars use of funds authorized by that act for NASA, the Office of Science and Technology Policy, or the National Space Council to develop, plan, implement, or execute specified bilateral activity with China or a Chinese-owned company. It also covers hosting official Chinese visitors at NASA facilities.
The provision includes an exception for activity specifically authorized by a later law and sets out a certification procedure. That is narrower and more precise than saying Congress has prohibited every NASA employee, contractor, or researcher from “working with China.” The legal restriction concerns the use of covered funds and specified activity; NASA’s implementation guidance explains how it applies in practice.
What contact and collaboration does NASA permit?
NASA’s Science FAQ for the ROSES program says the appropriations restrictions can apply to bilateral participation, collaboration, or coordination even when no funds are exchanged. The absence of a payment therefore does not, by itself, make a bilateral NASA-China activity permissible.

At the same time, the FAQ distinguishes bilateral cooperation from other interactions. NASA says general scientific discussion is permitted so long as it does not turn into discussion of bilateral collaboration between NASA and Chinese entities. In the FAQ’s words: “General scientific discussions do not constitute a bilateral policy, program, order, or contract and thus are permitted. However, these discussions must not involve discussions of bilateral collaboration between NASA and Chinese entities.”
NASA also says researchers may use publicly available Chinese data when they can access it without an agreement with a Chinese organization. Its guidance recognizes some multilateral research as distinct from bilateral collaboration, but an international project is not automatically permitted simply because a third country is involved; the activity’s actual character matters. NASA’s FAQ also addresses co-authorship of papers describing work done with Chinese institutional investigators before the restriction applied.
Why does Chang’e-5 matter to the scientific case?
China’s Chang’e-5 mission returned lunar material from a young mare-basalt site unlike earlier sample-collection locations. NASA’s Planetary Science Advisory Committee described the samples as potentially important to understanding the Moon’s volcanic and impact history. This is a concrete example of why access to material held by a Chinese program can matter to planetary science.

In November 2023, NASA Administrator Bill Nelson certified to Congress NASA’s intent to allow NASA-funded researchers to apply to China’s National Space Administration for access to Chang’e-5 samples. NASA described the arrangement as a limited exemption. NASA’s May 2024 planetary science town hall said the funding restrictions had not changed and characterized the sample route as a limited exemption certified with Congress.

This was an application pathway, not a general opening of NASA-China cooperation: NASA did not control distribution of the samples, and the certification did not repeal the restriction. The example shows a plausible scientific cost of restricting access, but the cited material does not quantify the overall scientific opportunity cost.
What is the case for keeping the restriction?
The security argument is not that every scientific exchange is dangerous. It is that collaboration can involve information, technology, or capabilities that require protection, and that broad rules may help constrain transfers that are difficult to identify in advance. In May 2026, the House Select Committee on China released a report examining NASA compliance and enforcement. The committee raised concerns about research security, NASA’s monitoring and enforcement, institutional disclosure, and identifying activity under NASA-funded awards.

The committee also pointed to publications it characterized as potentially involving prohibited collaboration. That is the committee’s characterization, not proof that the publications involved confirmed violations. Its press release and report should not be treated as an independent audit establishing either the number of violations or the effectiveness of the current rules.
NASA’s own guidance also makes compliance a real operational issue: covered bilateral activity may be restricted even when no funds change hands. NASA and research institutions therefore need a workable way to identify relevant activity across awards, contractors, and subrecipients without treating ordinary scientific conversation or all international research as prohibited.

The policy choice is a trade-off, not a conclusion that the sources settle objectively. A narrower rule could preserve access to samples, data, or expertise while targeting sensitive information and technology more directly. But it would need clear definitions and practical safeguards; otherwise, projects that appear multilateral could function as bilateral cooperation, and institutions might struggle to determine which work is covered.

Keeping the current approach may reduce some exposure and provide a bright-line constraint, but it can also block or delay legitimate science, including access to distinctive material such as Chang’e-5 samples. The material cited here does not measure either the total scientific loss or the national-security benefit, so neither should be presented as a known numerical result.
The most useful questions for evaluating any change are:
- Scientific access: Which samples, observations, data, or expertise would be unavailable or delayed under the rule?
- Sensitive information: What specific data or capabilities could be transferred, and what controls could protect them?
- Enforceability: Can NASA and institutions identify covered bilateral activity, including no-funds arrangements and work across award chains?
- Multilateral substance: Are partners from other countries making meaningful contributions, or is a nominally multilateral project effectively bilateral?
Legislative activity does not by itself answer what rules currently apply. H.R. 4360 contains proposed restriction language, and the House Science Committee reported a markup of the NASA Reauthorization Act of 2026; those developments are not proof that either proposal became law. The sources cited here do not establish the final enactment status of every 2026 bill or provide the full FY2026 appropriations text. For present-day compliance, NASA’s current FAQ and the applicable enacted appropriations law are the relevant references.
