Yes, a cyberattack could create a risk to drinking-water safety if an attacker gains access to systems that monitor or control treatment. But a cyber incident does not automatically contaminate water: possible consequences range from lost monitoring or interrupted service to hazardous changes in treatment-chemical levels. The U.S. Environmental Protection Agency (EPA) describes these as risks utilities must prepare for, not inevitable outcomes.
How a cyberattack can reach water operations
Water and wastewater utilities rely on information technology (IT) and operational technology (OT). IT supports digital systems and information; OT monitors or controls equipment and processes. These systems can be connected to operational equipment and networks, so a weakness in a digital environment may have consequences beyond computers or data.
In its August 2024 EPA Guidance on Improving Cybersecurity at Drinking Water and Wastewater Systems, the EPA warns that malicious cyber activity can target water systems and that vulnerable OT may be manipulated in ways that disrupt the production of clean, safe water. The practical concern is the link between digital access and physical operations: if an unauthorized person can affect monitoring or control, utility staff may have less ability to manage processes safely and reliably.
Exposed operator interfaces
A human-machine interface (HMI) is an operator-facing system for viewing or interacting with operational settings. The EPA and the Cybersecurity and Infrastructure Security Agency (CISA) warn that an unsecured, remotely reachable HMI could let unauthorized users view or adjust real-time settings. That creates a cyber-physical risk: access control and secure configuration matter because the interface relates to live utility operations. This example describes a potential exposure, not proof that a particular utility has been compromised.

What could happen—and what the possibilities do not mean
The EPA’s May 2024 Enforcement Alert: Drinking Water Systems to Address Cybersecurity Vulnerabilities describes potential consequences across treatment, distribution, and storage. Its October 2024 Water Sector Incident Action Checklist: Cybersecurity also identifies other possible incident effects. These are risk scenarios, not a claim that one attack caused every effect or that any particular water supply was contaminated.

Whether an incident affects water quality, service continuity, equipment, or information depends on what systems are reached and what happens there. The existence of a cyber incident alone is not evidence that drinking water has been contaminated.

What the EPA’s recent figure does—and does not—show
On February 6, 2026, the EPA said that during 2025 it proactively identified cybersecurity vulnerabilities at 277 water systems and worked with them on individualized solutions. EPA-listed measures included authentication protocols, strict access controls, technical updates, and restrictions. The figure counts systems where vulnerabilities were identified; it is not a count of successful attacks, contaminated supplies, or affected customers.
How utilities can reduce risk and prepare to recover
The EPA’s 2024 guidance and enforcement alert recommend practical steps for water-system owners and operators. These measures address both exposure and the ability to respond if prevention fails:

- Reduce public-facing internet exposure for systems that do not need to be reachable from the public internet.
- Change default passwords immediately and use appropriate access controls.
- Keep an inventory of IT and OT assets so the utility can identify which systems it relies on and manage their risks.
- Assess cybersecurity regularly and address vulnerabilities rather than assuming existing controls will remain adequate as systems, standards, and threats evolve.
- Back up IT and OT systems to support restoration after an incident.
- Develop and exercise incident-response and recovery plans so people know their roles and can restore essential operations.
Planning is not just a prevention exercise. The EPA’s cybersecurity incident checklist organizes actions around preparation, response, and recovery. Its customizable Cybersecurity Incident Response Plan Template, with instructions dated April 2025, is designed to help utilities of different sizes and levels of IT/OT maturity organize strategies, resources, and procedures. It supplements a utility’s broader emergency response plan.
Which U.S. water systems have a planning requirement?
The EPA’s Cybersecurity Planning page describes a requirement under section 1433 of the Safe Drinking Water Act, amended by section 2013 of the America’s Water Infrastructure Act in 2018. Community water systems serving more than 3,300 people must prepare or revise risk and resilience assessments (RRAs) and emergency response plans (ERPs) and certify completion to the EPA. The EPA says ERPs address cybersecurity resilience and should include preparation, response, and recovery steps.

Cybersecurity protections for a public water system are the utility’s responsibility, not something a household water filter, test kit, or other consumer product can provide. If a utility or public-health agency issues a water-quality advisory, follow its specific instructions. A household test may be relevant to a separate, specific water-quality concern, but it does not defend utility control systems against cyberattacks.

For residents, the useful distinction is between a reported cyber incident and a reported water-quality problem. Use official utility or public-health communications for guidance about a particular event rather than assuming that every cyber incident means unsafe water.
