A modern software factory is a repeatable delivery system made up of people, tools, and processes—not a physical factory. It helps a team move software changes from development through automated build, testing, release, and delivery, while keeping security, operations, and human judgment part of the work.
What is a modern software factory?
The U.S. Department of Defense defines a software factory as a collection of people, tools, and processes that enables teams to continuously deliver value to a specific end-user community. A factory can contain several CI/CD pipelines, each with its own tools, workflows, scripts, and environments for producing deployable artifacts with minimal human intervention. Different kinds of software may need different pipelines. The DoD DevSecOps resource provides this definition and describes pipeline stages.
The Carnegie Mellon Software Engineering Institute (SEI) emphasizes the environment in which programmers work: tools and practices that help them work creatively and effectively. It highlights configuration control, automated testing when code is checked in, and frequent feedback. SEI’s discussion of the modern software factory describes these characteristics.
The manufacturing analogy is useful only up to a point. A software factory standardizes and automates repeatable work; it does not make software development a mechanical process or remove the need for engineers to make decisions.

How does the software factory process work?
A pipeline is the automated route a change takes toward becoming a deployable artifact. The exact stages and controls depend on the software and its operating context, but the process generally links development, integration, building, testing, security and operational checks, release, delivery, and feedback.
1. Develop and integrate a change
Developers make changes and integrate them through a managed source workflow. Configuration control records what changed and which version is being built, helping teams connect a result to the code that produced it. SEI identifies configuration control as a core feature of the modern factory environment.

2. Build and test automatically
When code is checked in or integrated, the pipeline can automatically build the software and run tests. The DoD describes build and test as pipeline phases, while SEI points to automated tests at check-in and frequent feedback. Automation makes it practical to check changes consistently; engineers still need to decide which tests are meaningful and how to respond to failures.
3. Integrate security and operations
DevSecOps brings development, security, and operations into a shared engineering culture and practice. Security checks and operational controls belong in the delivery workflow rather than being treated as unrelated final steps. The specific checks should fit the software, its users, and the environment in which it will run; one fixed set of controls is not appropriate for every workload. 4. Release and deliver
After required checks, pipeline steps can package software into deployable artifacts and automate release and delivery activities. A factory may use separate pipelines for different system types or constraints instead of sending every change through an identical route. Automation can reduce repetitive handoffs, but teams remain responsible for release decisions and coordination appropriate to their systems.
5. Use feedback to improve
Test results and other feedback help programmers and teams identify issues while changes are still manageable. SEI describes feedback loops that inform programmers, teams, processes, and progress. A pipeline is therefore not just a way to push code forward: it also returns information that can guide the next change and improve the workflow.

Where do people and platforms fit?
People define the workflow, choose suitable checks, interpret results, handle exceptions, and coordinate work that cannot or should not be fully automated. Tools execute repeatable steps, while processes establish how the team manages changes and makes decisions. A well-designed factory makes routine work consistent without pretending every decision can be encoded in a script.
The Continuous Delivery Foundation frames the modern software factory as part of a software delivery control plane, with themes including security, self-service, platform engineering, reusable workflows, and internal developer platforms. This is the foundation’s framing, not a universal taxonomy. In practice, platform engineering and self-service can give teams reusable delivery capabilities while leaving them accountable for the software they build. How can you assess a software factory?
There is no single maturity score established by these sources. Instead, compare the delivery process across dimensions that reveal how well it fits the team and its software:
- Automation: Which build, test, release, and delivery steps run automatically, and where do manual handoffs remain?
- Security and operations: When are checks applied, and are they integrated into the workflow in ways suited to the system?
- Workflow fit: Do pipeline routes account for different software types and operating constraints?
- Feedback: How quickly and clearly do results reach developers and teams?
- Coordination: Which human decisions or approvals remain necessary, and are responsibilities clear?
These are practical comparison questions derived from the DoD and SEI descriptions, not a published benchmark or ranking. The goal is not maximum automation in isolation; it is a repeatable process that delivers useful software with appropriate controls and timely feedback.
