A delayed release and a game that differed from what retailers expected hurt its early prospects; word of mouth later helped it find an audience. In a 2026 retrospective, designer Ted Peterson summed up that unlikely trajectory: “It was a disaster in a lot of ways and somehow built a billion-dollar franchise.” The phrase is Peterson’s characterization, not a verified valuation.
What was the first Elder Scrolls game?
The Elder Scrolls: Arena was the series’ first game. It reached release in March 1994, after a development that substantially changed its original direction. Rather than beginning as the single-player role-playing game players came to know, the project evolved into one during development. The GDC Vault’s listing for a 30th-anniversary postmortem by Arena creative leads Julian LeFay and Ted Peterson reflects the importance of those developers’ first-person accounts: GDC Vault.
Why did Arena have a rough launch?
A missed release window
Arena was expected to arrive for Christmas 1993, according to a retrospective account, but development changes and delays pushed it into March 1994. That timing mattered in retail: Peterson recalled that stores cancelled orders after the missed shipment window.
A different game from the one retailers expected
The project’s changing design also created a mismatch between expectations and the finished product. Peterson said distributors had expected an arena combat game, while the game that shipped was a role-playing game. A retrospective by Time Extension recounts his comments and the launch context.

In a 2026 PC Gamer retrospective, Vijay Lakshman recalled an initial shipment of roughly 3,000 units. That is an attributed recollection, not an audited shipment total. The same retrospective cites a 1996 industry estimate of 120,000 copies by the run-up to Daggerfall; that is a dated estimate, not a lifetime-sales figure.
How did Arena recover?
Peterson recalled that word of mouth and sustained sales gradually helped Arena become a minor cult hit. Bethesda then continued the series with The Elder Scrolls II: Daggerfall. The sequence was not an overnight turnaround so much as a game finding an audience after a difficult retail start.

Peterson’s 2026 line—“It was a disaster in a lot of ways and somehow built a billion-dollar franchise”—captures the contrast between the troubled launch and the franchise’s later scale. It should be read as a retrospective description: the available accounts do not establish a financial statement, valuation date, or method that would verify “billion-dollar” as a measured figure. For broader franchise history, Game Informer published a history in 2010, while TIME interviewed Peterson in 2014 about the series and its direction.
