For a few lines in a PDF, select the text, copy it, and paste it into Word. If the text cannot be selected, determine whether the page is a scan or copying is restricted: use OCR for an image-based scan, but respect the PDF’s permissions. For a large section or a whole text-heavy document, open the PDF in Word or export it to Word, then check the converted text and layout.
Choose the right method for your PDF

Copy a short passage from a selectable PDF
- Open the PDF in a reader that supports text selection.
- If necessary, choose the reader’s Select tool, then drag across the words you need.
- Copy the selection and paste it into Word.
- Check that the pasted text reads in the right order. Review paragraph breaks, columns, symbols, and any font substitutions.
Adobe’s Acrobat guidance on copying content from PDFs documents selecting text and copying it. If the copy command is unavailable, the PDF’s security settings may disallow copying.
If you cannot select the text, check for a scan or a restriction
A scanned page may look like text but contain only an image. Adobe explains that a scanned PDF contains image data rather than searchable text. OCR—optical character recognition—recognizes the characters and adds a text layer that you can search and select. Adobe’s current desktop path is All tools > Scan & OCR > In this file > Recognize Text. After recognition, check the result for accuracy and completeness before copying it.
Alternatively, the document may have copying restrictions set by its author. Check the PDF’s properties and permissions. Respect those settings; OCR is for recognizing text in image-based documents, not bypassing restrictions. Adobe notes that restrictions should be removed before editing. Move a larger section or the whole PDF into Word
Open the PDF in Word
- In desktop Word, select File > Open.
- Choose the PDF and accept Word’s prompt to convert it.
- Review the editable copy, especially text order, images, and page breaks.
Word creates a copy for editing and leaves the original PDF intact. Microsoft says this works best with PDFs that are mostly text. Conversion can alter page and line breaks, and graphics-heavy pages may appear as images. The Microsoft guide to opening PDFs in Word explains the process and its limitations.
Export the PDF as a Word document
Adobe Acrobat also offers PDF-to-Word export. Its converter guidance says it applies OCR when it detects scanned text. Review the exported file for recognition errors and layout changes. See Adobe’s instructions for exporting PDFs to other file formats.

Why copied or converted text may look different
PDFs preserve the placement of text and other elements on a page, but may not preserve the relationships between them in the way an editable Word document needs. As Microsoft puts it, “PDF is a fixed file format, which means the file stores the location of text, pictures, and vector graphics on a page, but not necessarily the relationships among them.” That can affect reading order, columns, line breaks, and page breaks after copying or conversion. Graphics-heavy content may be retained as images rather than editable text.
For a short excerpt, direct copy-and-paste usually involves less conversion than importing the entire file, but still check the result. For a long document, conversion moves more content at once, though it may need layout cleanup. If preserving the original appearance matters more than editing, keep the PDF as the reference and verify the Word copy against it.
