The best free offline map app for most Android users is Organic Maps: its Google Play listing says it offers unlimited map downloads, offline search and navigation, and tools for hiking, cycling, walking, and driving. For road trips that may include public transport, consider HERE WeGo; for detailed outdoor maps, compare OsmAnd and Mapy.com. Google Maps is a familiar option if you download your destination before leaving.
This is an evidence-based comparison of listed features, not a hands-on test. Offline coverage and free-tier limits vary, so download your destination in advance and check the app’s current offer before relying on it.
What an offline map app can do without internet
Your phone may still determine its position using GPS when it has no cellular data, as long as it can receive satellite signals. That does not mean every map app will work fully offline: the relevant map files must already be stored on the phone, and some features may still require connectivity. Download the destination before travel, then check what search, directions, and transport functions remain available offline.
Map coverage, free download allowances, and app features can change. The options below are based on their cited listings and sources; they do not establish equal map accuracy or comparative performance.

The five best free offline map apps for Android
1. Organic Maps: best free offline-first all-rounder
Organic Maps is the clearest fit if you want an app centered on offline use, especially for travel or outdoor activities. Its Google Play listing says downloads are unlimited and that search and navigation work offline. The listing describes OpenStreetMap-based maps, with updates twice a month, as well as voice-guided directions for walking, hiking, cycling, and driving, trail layers, route recording, and Android Auto support. The listing says, “The app works 100% offline — including search and navigation.” Treat that as the developer’s product claim, and still download your destination beforehand. Public-transport route numbers may appear, but live schedules and routing are described as in development. The developer also says the app is free and does not collect data or identifiers; those privacy statements are claims from the listing, not an independent audit.

2. HERE WeGo: best for offline road trips and multiple travel modes
HERE WeGo supports driving directions, walking guidance, and public transport in more than 1,900 cities, according to its Google Play listing accessed in 2026. It also describes waypoints and map downloads by region, country, or continent. HERE’s listing says, “Download a map of a region, country or continent and complete your journey while staying totally offline.” These feature and coverage statements come from the provider. HERE’s help page says offline maps are available in many countries, but identifies exceptions including Japan, Korea, and China. Download the relevant map before leaving and select the app’s offline mode. On Android phones that support removable storage, HERE also documents saving maps to an SD card; a microSD card is optional, and many Android phones have no SD card slot. 3. OsmAnd: best for configurable outdoor mapping
OsmAnd offers compact offline vector maps based on OpenStreetMap, downloadable by country or region, and includes Wikipedia points of interest. Its official site says maps update monthly and describes OsmAnd Live as an hourly update service. Those are vendor-stated update schedules, not independently measured. Visit the OsmAnd website.
OsmAnd is worth considering if you want detailed mapping options and are prepared to spend time configuring them. The Associated Press says a subscription is needed for more than basic functions, but the exact free download limit is not established here. 4. Google Maps: familiar, but set up offline use first
Google’s Android help result confirms that users can download map areas for offline use. That makes Google Maps a familiar baseline if you already use it, but the available evidence here does not establish exact download boundaries, expiration rules, or which route modes work offline. 5. Mapy.com: outdoor alternative for trail maps
The Associated Press describes Mapy.com as an outdoor route planner known for detailed hiking and trail maps that can be downloaded for offline use. It may suit hikers looking for an outdoor-focused alternative, but the current free-tier download allowance is not established here. How to prepare offline maps before a trip
- Choose the app for the trip. For offline search and navigation with hiking and cycling features, Organic Maps is the strongest fit among these listings. For road trips involving public transport, compare HERE WeGo’s destination coverage. For trails, consider OsmAnd or Mapy.com and verify their current free limits.
- Check the exact destination. Confirm that the country or area is available in the app. HERE’s documented exceptions show why a general promise of offline maps is not enough.
- Download the map while connected. Select and save the relevant area before departure. HERE explicitly requires users to download offline maps in advance.
- Check available offline functions. Open the app’s offline mode or test the saved map while connected with mobile data disabled. Confirm that the search or directions you need are available; do not assume live transport information will work offline.
- Make room on the phone. Keep enough storage available for map files. If your Android phone supports removable storage, HERE documents SD card storage; it is not a requirement for using offline maps.
