Use TestFlight to distribute a pre-release build to testers and gather feedback; use an App Store release to make an approved app available to customers. They are usually stages in one workflow, not competing choices: test if useful, then submit the chosen build for App Review. Apple makes beta testing optional, so you can submit directly for release if your project does not need a beta.
TestFlight and App Store release serve different stages

TestFlight provides feedback and build, session, and crash information in App Store Connect. That can help a team identify issues before launch, but it does not publish the app to customers. Apple describes the intended sequence as: “After beta testing your final build, submit it to App Review, then offer it on the App Store.” Apple’s Xcode distribution guide explains the release workflow.

When to use TestFlight
Run an internal beta for your team
Internal testing is suited to a team whose testers already have App Store Connect access to the app’s content. Apple’s published limit is up to 100 internal testers. TestFlight lets them install a beta build and report issues before the public release.
Run an external beta for people outside your team
External testers can join by email invitation or public link. Apple allows up to 10,000 external testers per app. External testing has a review step: the first build for a version submitted for external testing receives a full TestFlight App Review; subsequent builds may not. Apple’s TestFlight page says invited testers can test on up to 30 devices.

When adding a build to an external testing group, provide the required beta description and review information. Apple defines TestFlight App Review as “the process of reviewing apps distributed to external testers using TestFlight.” See Apple’s TestFlight overview and instructions for inviting external testers.
Use a beta when the feedback can change the release
TestFlight is most useful when you have specific questions to answer before launch: whether onboarding is clear, a feature behaves as expected on different devices, or the build has crashes your team has not found. Apple says you can improve the app and keep distributing builds until issues are resolved before submitting for review.

When to submit directly for App Store release
You can skip TestFlight if the project’s risk and release process do not call for outside or team beta feedback. Beta testing is optional. Submit when the release candidate is ready for customers, the required release information is complete, and your team is ready for App Review. Approval is not guaranteed, and Apple’s guidance does not promise a review turnaround time.
How to move from TestFlight to public release
- Choose an upload option that supports release. In Xcode, select the App Store Connect distribution option for a build that may proceed to the public App Store. Apple’s “TestFlight Internal Only” option is limited to internal testing and cannot be submitted for App Store review and distribution.
- Test the beta. Distribute the build to internal testers or, after supplying the required information and review details, to external testers. Use the feedback and crash, build, and session information in App Store Connect to identify issues.
- Prepare the release candidate. Incorporate changes and select the build you intend to ship. Apple says a TestFlight build can be selected in App Store Connect and submitted for App Review once the additional release information is entered.
- Submit for App Review and release. TestFlight distribution does not make the app public. Customers can access it only after App Review and the App Store release flow.

TestFlight limits to plan around
- Build duration: a TestFlight build can be tested for up to 90 days.
- External testers: up to 10,000 per app.
- Internal testers: up to 100 App Store Connect users with access to the app’s content.
- Devices: Apple says invited testers can test on up to 30 devices.
