Arizona approved Tesla to operate a paid ride-hailing business, not automatically to run a driverless Robotaxi fleet. Tesla’s permit took effect on November 17, 2025, according to a TechCrunch report citing an Arizona Department of Transportation spokesperson. Tesla later listed Phoenix as planned Robotaxi coverage for the first half of 2026, but the sources available here do not establish that public Phoenix bookings opened.
What Arizona approved for Tesla
Tesla received an Arizona Transportation Network Company (TNC) permit, the authorization required for a business transporting passengers for hire. TechCrunch reported that Tesla applied on November 13, 2025, and that the permit became effective November 17, citing an ADOT spokesperson. TechCrunch’s report describes the permit as a step toward a ride-hailing service.
ADOT says a business operating under Arizona’s vehicle-for-hire rules must apply for a Vehicle for Hire Permit, which the department reviews. The permit is valid for three years from issuance. That licensing track concerns paid passenger service; it does not, by itself, establish that a company may operate vehicles without an in-car human driver. ADOT’s TNC guidance
Ride-hailing permission and driverless operation are separate
Arizona separately sets requirements for a fully autonomous vehicle operating on public roads without a trained human safety driver inside. ADOT requires the operator to submit a Law Enforcement Interaction Plan to both ADOT and the Department of Public Safety, along with written acknowledgments covering federal vehicle-law compliance, safe behavior if the automated driving system cannot perform its driving task, state traffic-law compliance, and vehicle title, registration, licensing, and insurance.

ADOT says it may issue a cease-and-desist letter if required materials have not been submitted. These requirements make the distinction important: a TNC permit supports paid ride-hailing, while operation without an in-vehicle driver has its own documentation and compliance conditions. Is Tesla Robotaxi available to book in Phoenix?
The evidence cited here does not confirm a Tesla Robotaxi launch or public bookings in Phoenix. Tesla’s January 28, 2026 investor update placed Arizona/Phoenix in a table headed “Planned Robotaxi Coverage” with a “1H 2026” status. Accordingly, the Arizona permit should not be treated as proof that Phoenix rides can be booked. The cited material leaves Tesla’s Phoenix launch status unresolved; check Tesla’s official booking channels for current availability before planning a ride.
What “semi-autonomous” means in this context
The permit does not tell riders whether a particular Tesla ride would have a human safety operator. Nor should Tesla’s supervised driver-assistance system be confused with driverless service: a footnote in Tesla’s investor update says, “Active driver supervision required; does not make the vehicle autonomous.” That qualification applies to FSD (Supervised), not to proof of a Phoenix Robotaxi operating model.

How Tesla’s stated plan differs from Phoenix service already offered by Waymo
Waymo describes publicly available fully autonomous ride-hailing in Phoenix on its service page. It says the Waymo Driver has accumulated more than 200 million real-world miles; that is Waymo’s own company-reported figure, not an independent safety comparison. The contrast is about what each provider’s cited material says is available or planned, not a comparative safety judgment.
