Switzerland’s Parliament approved a change to the Nuclear Energy Act that would lift the legal ban on building new nuclear power plants. The amendment could still be put to a referendum, but no confirmed vote date is established in the available official records. Even if the law changes, it would not approve a specific reactor, select a site, or commit public funding.

What Parliament approved

On 19 June 2026, Parliament approved an indirect counterproposal to the popular initiative Jederzeit Strom für alle (Blackout stoppen) (“Electricity for all at all times (Stop the blackout)”). The counterproposal amends the Nuclear Energy Act to remove the restriction on building new nuclear power plants, allowing new plants to be considered for authorization again under the legal framework. Swiss Parliament’s final-vote record reports that the National Council approved the amendment 106 to 88, with five abstentions, and the Council of States approved it 28 to 14, with two abstentions.

The measure is an amendment to ordinary federal law, not a direct decision to construct a plant. It does not name a project or site, authorize a reactor, or provide financing. Parliament separately requested a report on the financial consequences by the end of 2026; that request is not a funding commitment. Parliament’s debate report records that the National Council rejected a motion to return the matter to the Federal Council for more financing information.

Could voters decide the amendment?

The statutory counterproposal is subject to an optional referendum. The Greens had announced a referendum campaign, but the official material available here does not establish whether a request was later filed and validated or when a popular vote might take place. The amendment should therefore be described as potentially subject to a public vote, not as already scheduled for one.

The counterproposal and the “Stop the blackout” initiative are related but legally distinct. The initiative is a proposed constitutional change; Parliament recommended rejecting it and extended its deadline to 16 August 2027. The committee argued that the statutory counterproposal was the better route to reopen the possibility of new plants. Its report said that acceptance of the counterproposal could make withdrawal of the initiative likely, while rejection could make passage of a comparable constitutional initiative difficult. Those were political assessments at the time, not settled outcomes. Parliament’s committee report describes the committee’s position and the proposed counterproposal.

What is—and is not—on the ballot

If an optional referendum proceeds, the question would concern the legal amendment, not whether to build a named reactor. A change in the law would reopen the possibility of new construction; separate decisions and processes would still be needed before any particular project could proceed.

During the legislative process, the committee opposed limiting eligibility to Generation IV reactors and opposed delaying general licences until 2036 unless a 2034 report found nuclear construction indispensable for security of supply. These were committee positions on proposed legislative details, not separate voter choices established by the final-vote record. The committee account explains those positions.

How this fits Switzerland’s nuclear-energy policy

In 2011, Switzerland’s government and Parliament chose to phase out nuclear energy by prohibiting new plants, while allowing existing plants to continue operating as long as they remained safe, according to the Swiss Federal Nuclear Safety Inspectorate’s 2025 national report. In 2017, voters approved the Energy Strategy 2050, a policy package the Federal Council described as a gradual withdrawal from nuclear energy alongside lower consumption and expanded renewable energy. The current amendment would revisit the ban on new construction; it is not an order to shut down plants already operating. This is also distinct from the 2016 “orderly phaseout” popular initiative, which sought both to prohibit new plants and to limit the lifetimes of existing ones. Voters considered that initiative on 27 November 2016. The Federal Council’s 2016 vote page records the earlier proposal.

What remains unresolved

  • Whether a referendum request is filed and validated.
  • Whether, and when, the amendment will be put to voters.
  • Whether the “Stop the blackout” initiative is eventually withdrawn or proceeds separately.
  • How any new plant would be financed, and whether a specific project will be proposed.
