No single soil treatment is best for every berry field. Steam can control weeds quickly under the conditions studied, but it takes substantial fuel, labor, and equipment. Solarization can reduce some soil pests where summer heat lasts long enough, but it may be impractical in cooler coastal areas. Fumigation remains an important efficacy and economic comparator in the cited strawberry trial, but that historical evidence is not current product or legal guidance. The right comparison starts with the target pest and the depth it occupies, then considers climate, timing, field capacity, and crop economics.

What the three treatments do—and what the evidence covers

Treatment How it works Timing and operating demands What the cited berry evidence shows
Steam Boiler-generated heat is transferred into soil to kill pests and weed seeds. UC IPM gives a target of about 160°F for 20 minutes. Traditional sheet-steaming can take about eight hours to treat fractions of an acre and requires heavy tarps, fuel, and labor. A Salinas strawberry study found weed control similar to its methyl bromide/chloropicrin treatment under the tested conditions. Verticillium results depended on treatment and soil depth.
Fumigation A chemical soil treatment; the Salinas study used methyl bromide and chloropicrin. Applied before planting in the cited comparison. Product labels and local rules determine whether a particular treatment is permitted and how it must be used. It served as the study benchmark and had higher net returns than the tested alternatives in one historical season. That does not establish current costs, permissions, or performance elsewhere.
Solarization Clear plastic traps solar heat in moist, prepared soil. Requires suitable summer temperatures and weeks of coverage. UC IPM says the central California coast may require 12–15 weeks for pest-management benefits. Strawberry and raspberry studies report benefits for some disease, root-health, or weed outcomes, but results depend on location, crop, pest, and treatment duration.

These are not interchangeable treatments with a universal ranking. The strongest direct head-to-head evidence here is from strawberry in Salinas, California; the raspberry evidence described below concerns solarization, not a three-way treatment comparison.

When solarization may fit a berry field

Solarization uses clear plastic over pre-shaped beds during summer to heat moist soil and reduce some soilborne disease organisms and viable weed seeds. University of California Statewide IPM guidance says the method is more suitable where summer heat is sustained enough for soil temperatures of at least 122°F for 30–45 days. On California’s central coast, it says 12–15 weeks may be needed to obtain pest-management benefits, making the method generally impractical there.

Preparation and film condition matter: the beds should be prepared before covering, the plastic should remain in close contact with the soil, and holes should be repaired. Clear polyethylene film is a method input, but field scale, film specifications, climate, and local availability affect what is suitable; a generic consumer plastic listing should not be assumed equivalent to agricultural film.

What the Pacific Northwest study found

In a 2002 study, Pinkerton, Ivors, Reeser, Bristow, and Windom solarized strawberry plots in 1997 and raspberry plots in 1998 from mid-July to mid-September. At 10 cm depth, solarized strawberry soil reached a maximum of 48°C and a mean of 33°C; raspberry soil reached a maximum of 46°C and a mean of 29°C. Those temperatures were 7–17°C above the non-solarized plots. Disease and root-health measures improved in particular tests and field plots, and red raspberry plants in solarized soil produced more fruit in the third year. These regional results support solarization as a possible component of root-disease management, not as a general substitute for other treatments.

What steam can do—and what makes it difficult

Steam transfers heat from a boiler into soil. University of California Statewide IPM guidance gives approximately 160°F for 20 minutes as a treatment target. It reports greater than 90% control of the listed weeds under its cited steam conditions, approximately the same as field fumigation with chloropicrin/1,3-dichloropropene. That percentage applies to those listed weeds and application conditions; it is not a general control rate for all weeds, pathogens, pests, or steam systems.

The operational constraint is substantial. UC IPM describes high fuel consumption, labor, and application time as barriers. Traditional sheet-steam methods use heavy tarps and can take about eight hours to treat fractions of an acre. A favorable pest-control result therefore does not by itself establish that steam is practical or economical at a particular farm’s scale.

Results from the Salinas strawberry comparison

Samtani, Gilbert, Weber, Subbarao, Goodhue, and Fennimore reported field studies in Salinas in 2007–2008 and 2008–2009. Treatments included an untreated control, solarization, steam, steam plus solarization, and methyl bromide/chloropicrin mixed at 67/33% by volume and applied at 392 kg/ha. In the steam treatment, soil was brought to at least 70°C for 20 minutes to a depth of 25 cm. For the combined treatment, beds were solarized for two weeks before and two weeks after steaming.

Steam and the combined treatment controlled weeds similarly to the fumigation standard in those trials. Solarization alone was less effective at weed control and reducing hand-weeding time. The Verticillium dahliae findings were more limited: only certain steam treatments reduced microsclerotia similarly at 15 cm, and there were no reductions at greater depths. A result at one depth or for weeds should not be read as proof of equivalent control of deeper or different pests.

Yield findings varied by season: the researchers found no significant yield differences in 2007–2008, while steam yields were comparable to the fumigated treatment in 2008–2009. In the 2008–2009 economic analysis, steam and solarization had lower net returns than the fumigation treatment. That is a historical result from one site, crop, treatment set, and season—not a current farm budget or price comparison.

How to compare fumigation without overreading the trial

The Salinas study’s methyl bromide/chloropicrin treatment is a historical experimental benchmark, not a present-day recommendation. Its results do not establish current fumigant availability, legality, label directions, costs, or performance on other farms or crops. For any chemical treatment, growers need current local extension and regulatory guidance and the directions on the applicable product label; a past research protocol cannot substitute for those sources.

The broader point is that the cited evidence does not establish a direct, wide-scale non-fumigant replacement. California’s Department of Pesticide Regulation (DPR) said in its August 6, 2026 announcement that its recent independent study found no existing alternative that can serve as a direct wide-scale substitute for chemical fumigants. DPR also emphasized that the conditions under which alternatives work depend on soil and climate.

A practical way to choose a treatment

  1. Identify the target pest and its depth. A method that suppresses surface weed seeds may not control a pathogen deeper in the bed. The Salinas Verticillium results demonstrate why depth-specific evidence matters.
  2. Check whether the local climate and calendar suit solarization. Compare the available summer window with the sustained heat and treatment duration needed for the target. Where the required weeks are unavailable, solarization may not be a workable stand-alone option.
  3. Assess the field’s capacity for steam. Consider equipment, fuel, labor, treatment speed, and the area to cover—not just the temperature target or weed-control result.
  4. Compare expected crop response and farm economics locally. The Salinas yield and return findings varied by season and cannot supply a current budget for another operation.
  5. Use soil treatment within an integrated plan. Sanitation, resistant cultivars, and other site-specific practices can complement treatment choices; their fit depends on the crop, pest, and field.
  6. Verify chemical options with current authorities. Consult local extension and regulatory sources for crop-specific, location-specific requirements rather than extrapolating from the historical trial.

What current California steam work can—and cannot—tell growers

On August 6, 2026, DPR announced $175,000 for a Santa Cruz County pilot led by the County Agricultural Commissioner with growers and community participants. The pilot is intended to evaluate steam in berry fields near schools and other sensitive sites. DPR said field testing would begin in summer 2026, with research continuing into 2027; the announcement does not report completed pilot results.

USDA-ARS project materials describe pre-plant steam trials in Watsonville/Salinas and Oxnard, comparing organic and conventional strawberry fields and measuring pathogen populations and soil microbiomes. The project page lists an end date of January 31, 2026, but does not report trial results there. Neither the project description nor the announced pilot establishes a settled, general-purpose recommendation for berry fields.
