Steam discoverability is a real challenge, but the claim that Peter Molyneux called it “the big issue” and said “there’s just too much choice” should be treated as an unverified attribution: the original interview and its context have not been established. Valve’s own documentation offers a clearer picture of how Steam discovery works: recommendations are personalized, and visibility can reflect how players respond to a game and whether it fits the audience seeing it.
What Steam discoverability means
On Steam, discoverability is the chance that players encounter a game through the store and decide it is relevant to them. Valve says Steam aims both to show customers products they are likely to enjoy and to give new games and software a chance to find an audience. The store is personalized, so players do not all see the same recommendations.
That means “getting discovered” is not one ranking position or a single switch a developer can buy or optimize with one metric. Valve describes a mix of baseline new-release exposure, personalized recommendations, and additional placements that may depend on performance and audience fit. None of the possible extra placements is guaranteed.
Where Steam says games can appear
Valve’s Visibility on Steam documentation describes several routes to store exposure. A full release receives baseline placement in a New Releases queue and the All New Releases list. Beyond those, a game may be recommended to users based on their preferences or appear in areas such as New and Trending, top sellers, tag and genre pages, discount listings, curator pages, and the Discovery Queue.

Those placements serve different purposes. A recommendation can connect a game with players whose preferences match it; a tag or genre page gives players another way to browse; and a top-seller placement reflects sales performance. The existence of a placement does not mean every new game will appear there. Valve describes additional visibility as dependent on circumstances, including relative performance and audience fit.
What developers can influence
Developers cannot control who Steam recommends a game to, but Valve points to practical steps that help the store present a title accurately and help interested players find it:

- Make the store page clear and accurate. Explain what the game is so visitors can judge whether it suits them.
- Use complete, accurate tags. Tags help describe the game and shape the contexts in which players may encounter it.
- Support languages players understand. Language support can affect which audiences are a fit.
- Build awareness before release. A Coming Soon page gives interested players a place to wishlist the game, while developer marketing can bring people to the store page.
Steamworks also provides tools for launch announcements, updates, wishlists, and marketing analysis. These help developers communicate and assess activity; they are not guarantees of reach.
Wishlists help, but they are not a visibility shortcut
Wishlists are useful for tracking expressed interest and notifying players in qualifying situations. Steam says wishlisters may receive notifications when a game launches, leaves Early Access, or reaches qualifying discount conditions. But wishlists are mostly not an algorithmic visibility factor; Valve identifies limited exceptions, including the Popular Upcoming tab.

Valve also states that there is no minimum wishlist count a game must reach before Steam starts showing it to users. A wishlist total is therefore neither a universal visibility threshold nor a reliable sales forecast. People add games to wishlists for different reasons, and wishlist activity itself grows out of the broader work of building awareness. How to measure discovery in Steamworks
Steamworks traffic reporting can help developers see where exposure and store-page visits come from. Valve defines the main measures this way:

- Impression: the game was displayed on screen. It does not prove that a player noticed it.
- Visit: a unique load of the game’s product page.
- Click-through rate: the share of impressions that lead to visits where the metric can be measured. Some platform impressions do not link to the product page.
These measures help distinguish exposure from interest: impressions indicate that a store placement displayed the game, while visits show that a product page loaded. They do not, by themselves, establish why a player did or did not buy. Valve says store-page traffic and conversion rate are not factors in Steam visibility, although sales can affect visibility. In other words, traffic reports are useful for assessing a placement or a marketing change, but traffic alone should not be treated as an input that automatically boosts recommendations.
Reporting coverage varies by category. Valve says overall traffic data starts on September 23, 2014; region and ownership data, as well as non-store platform traffic, start on October 17, 2018; and direct navigation data starts on April 17, 2019. Impression and visit reports from March 23, 2021 onward exclude users who opted out of applicable cookies. These dates describe the scope of the reports, not market-wide sales or discovery trends. Why “too much choice” is only part of the problem
A large catalog can make it harder for any one game to attract attention, but Valve’s description suggests the practical problem is not simply how many games exist. A developer needs to reach players who are likely to care about the game, present it accurately, and give those players a reason to respond. Broad exposure to the wrong audience may be less useful than a smaller placement among players who like the genre, understand the supported language, or respond to the game’s features.
For developers, the useful distinction is between awareness—bringing people to the store page—and Steam visibility—the platform’s own placements and personalized recommendations. Wishlists can preserve interest and support notifications; tags and language support help describe audience fit; traffic reports show where impressions and visits originate. None is a standalone formula for guaranteed reach.
