SpaceX’s first planned attempt to fly a previously launched Starship Super Heavy booster again ended with the booster lost during its Flight 9 return. The attempt was a meaningful step toward reuse, but it was not a successful reflight or recovery. The distinction matters: catching a booster, retaining it for inspection, and flying it again are separate milestones.

How does SpaceX reuse the Starship Super Heavy booster?

Starship is the launch system; Super Heavy is its first-stage booster. SpaceX’s goal is for Super Heavy to separate after launch, return to the launch site, be caught by the tower’s arms, and eventually fly again. SpaceX describes launch, return, catch, and reuse as capabilities it is developing to support a high launch cadence (SpaceX’s Reusability update).

Those stages should not be treated as interchangeable:

  • Catch: The tower arms catch a returning booster. Flight 5 demonstrated this recovery capability.
  • Reuse or reflight: A booster that has flown before is prepared and launched again.
  • Successful return: The booster completes its planned return and is recovered. That does not, on its own, prove it has flown again.

The available accounts do not detail the inspection, refurbishment, or component replacement planned for the Flight 9 booster, so those steps cannot be described specifically here.

What happened on Flight 9?

Before Flight 9 in May 2025, the Federal Aviation Administration (FAA) said SpaceX intended to reuse a previously launched Super Heavy booster for the first time. The FAA’s later account says the booster was lost during flyback. In other words, SpaceX attempted the first booster reflight, but the booster did not complete its return for recovery and another launch (FAA General Statements).

The FAA said the mishap investigation focused on the loss of Starship and that the Super Heavy loss was within approved test-induced damage exceptions. It also reported that debris remained within designated hazard areas, with no public injuries or property damage. That regulatory qualification describes how the loss was handled; it does not make the attempted reflight a successful one.

Why a tower catch was not the same as reusing a booster

On October 13, 2024, Flight 5 became the first successful tower-arm catch of a Super Heavy booster, according to NASA’s Office of Inspector General (OIG). The catch showed that a booster could be returned to and caught at the launch pad. A later launch using that same booster would be a separate achievement (NASA OIG’s report on NASA’s management of Human Landing System contracts).

A splashdown is different again: the vehicle ends up in the water rather than being caught at the tower. NASA OIG’s March 2026 retrospective notes that Flights 10 and 11 ended with planned splashdowns of both Starship and Super Heavy. Those outcomes are not tower catches or booster reflights.

What the FAA required for the Flight 9 attempt

The FAA described expanded airspace hazard planning for Flight 9. Its published aircraft hazard area was approximately 1,600 nautical miles, compared with approximately 885 nautical miles for Flight 8. For Flight 9, the FAA also required a launch window scheduled during non-peak transit periods and $500 million in liability insurance. These are figures and requirements the FAA reported for that mission, not general requirements for every Starship flight.

What later flights show about the reuse goal

Reuse remains a development objective, not a guarantee that every flight will recover a booster. In May 2026, the FAA said Flight 12 involved a Super Heavy mishap on its return over the Gulf of America. It said return to flight depended on public-safety findings about whether mishap-related systems, processes, or procedures affected safety, as well as applicable licensing (FAA General Statements).

SpaceX’s official launch listing labels Flight 14, dated September 28, 2026, “Expended” (SpaceX launch listing). That status is a reminder that the broader program’s recovery and reuse aims do not mean each flight profile ends with a booster retained for another launch.
