The September 2026 Ministry of Science and ICT budget briefing also records an official describing the proposal as covering about 10,000 Vera Rubin GPUs. Both accounts describe planned resources, not completed procurement. The briefing characterized the frontier effort as a new framework for committing resources at scale and said that detailed arrangements with the existing foundation-model program would follow.
The funding mechanism is also a proposal: the government intends to invest through equity, with participating companies required to match that investment with private-sector funding. An equity approach could allow the public to share in returns, as described in The Korea Times report. A special-purpose company was mentioned as one structure under consideration, not as a decided vehicle.
How it relates to the existing national AI foundation-model competition
The new project is not reported as a replacement for the ongoing national foundation-model competition. Instead, the two efforts are expected to serve different purposes and connect through technology and talent, according to the ministry briefing and The Korea Times.
