There is no reliable single price for building an app until you define what the first version must do, where the work will be done, and what counts as delivery. A solo developer, an agency, and an AI app builder sell different things—and leave different amounts of product work, technical oversight, testing, and ongoing support with you.

For a non-technical founder, the useful comparison is the total cost of reaching the same testable result, including your own time and the work needed after the initial build. Ask every option to estimate the same brief and spell out its assumptions, exclusions, ownership terms, and support.

What are you paying for with each route?

A low headline price may simply mean more work remains yours. Compare deliverables and responsibilities, not just hourly rates or subscription fees. Provider-authored comparisons describe these trade-offs, but they are not controlled studies or a universal ranking.

Solo developer One person’s time and skills. Design, QA, deployment, and support may or may not be included. Who defines requirements and priorities, how often you review work, what counts as acceptance, who evaluates technical quality, and how code and accounts are handed over if the contractor leaves.
Agency A contracted delivery organization. Team composition and included roles depend on the statement of work. Confirm named roles, project management, QA, change control, code and account ownership, warranty or support, and maintenance. Do not assume all agencies include design, testing, or product strategy.
AI or no-code builder A platform plan or usage allowance, plus your own time building and validating the product. Check whether it supports your workflows, integrations, data needs, permissions, export or handoff, and future operation. Verify current plan terms before committing.
In-house employee or team Ongoing employee capacity, together with recruiting, management, and employment overhead. Consider whether there is enough continuing engineering work to justify permanent capacity, and how you will provide team coverage and management.

Solo developer: a person, not a complete delivery system

A solo contractor can be a fit when the first release is tightly bounded and you can make timely product decisions. Their hourly rate alone cannot tell you the total cost: requirements, feedback, coordination, acceptance criteria, and continuity planning still need an owner. A technical advisor can help a founder assess an estimate or review delivery, but that is a separate engagement unless the contract includes it. Agency: contracted capacity with terms to verify

An agency may package multiple roles and project coordination, reducing how much delivery coordination you personally handle. That does not guarantee a particular team, level of oversight, or post-launch service. Get the responsibilities and named deliverables into the statement of work, including who makes product decisions and what happens when requirements change.

AI tools: lower cash outlay can shift the work to you

AI app builders may be useful for a founder-led prototype or early validation when the product’s workflows fit the platform. The subscription is only part of the cost: your time to specify, build, test, and operate the result matters, as do portability and any later migration or rebuild. Lovable’s guide lists a free tier and Lovable Pro at $25 per month; those are guide-reported plan details, not a guarantee of current pricing or entitlements. Check the vendor’s live terms. In-house: employee wages are not project quotes

The U.S. Bureau of Labor Statistics reported a median annual wage of $135,980 for U.S. software developers in May 2025. This is employee wage data—not a freelance bill rate, agency quote, or fully loaded employer cost. It does not tell you what a particular app will cost to build. The BLS statistic is a labor-market anchor, not a substitute for a scoped estimate: BLS Occupational Outlook Handbook: Software Developers, Quality Assurance Analysts, and Testers.

Why do app-build estimates vary so much?

A quote is meaningful only against a defined product and delivery boundary. Provider pricing guides publish different ranges because they make different assumptions about what is being built and who is doing the work; those figures are not one dependable market average.

For example, Codivox gives directional 2026 estimates of $5,000–$25,000 for a simple MVP and $25,000–$100,000 for a standard app or SaaS. These are that provider’s estimates, not independently verified benchmarks or a prediction for your project.   • Scope: The number and complexity of user journeys and features.
  • Integrations: Which external services must connect and how much data they exchange.
  • Design readiness: Whether usable designs already exist or design work is part of the engagement.
  • Data model: Whether the product serves one organization or needs multi-tenant data separation.
  • Compliance and sensitive data: Any obligations affecting how the product handles, stores, or protects information.
  • Starting point: A greenfield build versus work on an existing codebase.
  • Delivery boundary: Whether the price includes QA, deployment, handover, support, and maintenance.

Other published figures need equally careful attribution. Lovable’s guide reports a $90,780 2026 average agency-build figure attributed to Clutch, but the underlying Clutch data page was not independently verified for this article. The same guide attributes an estimate of 15–25% of original build cost per year for maintenance to Bubble’s 2026 cost guide; that primary guide was likewise not independently verified. How to compare quotes on equal terms

Give each provider the same brief and ask for an estimate that separates included work from assumptions and exclusions. Compare these dimensions rather than trying to apply a universal markup or cost multiplier:

  • Total cost for the same scope: Request a fixed-price or time-and-materials estimate, payment milestones, and the assumptions behind them.
  • Time to a testable result: Ask what working version you will be able to review and when.
  • Founder workload: Identify who owns requirements, prioritization, approvals, and day-to-day coordination.
  • Quality and production readiness: Specify who tests the product, handles security-related requirements, deploys it, and fixes defects.
  • Ownership and portability: Establish control of source code, data, domains, cloud services, and vendor accounts, plus any limits on export.
  • After-launch costs: Price maintenance, support, hosting or platform usage, and the response process for defects.
  • Change and continuity: Define how out-of-scope requests are priced and what happens if the developer or vendor is unavailable.

These are practical comparison questions, not evidence that one route is always cheaper. The sources do not establish a universal cost winner across prototypes, internal tools, and regulated multi-tenant products.

Which route fits your project?

Choose an AI builder for a founder-led validation attempt

Start here if the goal is to test a narrow user journey, you can do the building and feedback work yourself, and the platform appears to support the required workflows and data. Treat the result as a validation tool until you have checked production needs, access controls, export options, and the cost of operating or migrating it.

Consider a solo developer for a bounded build with oversight available

This route can suit a clearly specified first release when you can supply decisions and feedback, and someone qualified can help evaluate technical choices. If you cannot assess the scope, test plan, or handover, include the cost and availability of technical guidance rather than assuming the contractor’s rate covers it.

Consider an agency when a defined delivery team is worth the contract

An agency may fit when you need several roles or want a contracted organization to coordinate delivery, and its proposal clearly identifies who does what. Compare the added contract cost with the specific services, accountability, and support actually written into the scope—not with assumptions about what agencies normally provide.

Consider an employee or team for sustained engineering needs

Employment is a different decision from buying a one-off build. It may make sense when product development and maintenance require ongoing capacity, but the wage figure alone omits the broader cost and effort of hiring and managing a team.

A quote-ready brief for your first version

Keep the first brief short but concrete. State what must work in the initial release and what is deliberately out of scope. Send the same document to every prospective route.

  1. User and problem: Name the intended user and the specific problem the product should solve.
  2. Smallest testable journey: Describe the steps from a user’s first action to the useful outcome. Include the features required for that journey.
  3. Roles and permissions: List user types and what each may view, create, change, or administer.
  4. Integrations: Identify required services, what information passes between them, and which are essential for launch.
  5. Data: Provide representative sample data and note any migration from existing systems.
  6. Constraints: State sensitive-data or compliance needs, target platforms, and any existing code or designs.
  7. Acceptance criteria: Define observable results that would make you accept each key feature.
  8. Delivery boundary: Say whether the requested price should include design, QA, deployment, handover, and post-launch support, and ask providers to list exclusions.

Ask each respondent to identify the proposed team or builder, schedule, pricing model, assumptions, change-request process, code and account ownership, maintenance terms, and what support remains after launch. That turns three unlike headline prices into comparable offers for the same outcome.
