In September 2025, the U.S. Secret Service said it found multiple sites in the New York tristate area holding more than 100,000 SIM cards in SIM servers. Officials warned that the equipment could generate enough traffic to threaten cellular service, but the reporting did not establish that it caused an outage or that disrupting networks was its purpose.
What the Secret Service said it found
The Secret Service reported finding multiple facilities containing SIM servers and more than 100,000 SIM cards. WIRED said the sites were within 35 miles of midtown Manhattan and that equipment was seized. The Associated Press separately reported that more than 100,000 of the cards were active. WIRED and the Associated Press published these accounts on September 23, 2025.
Those figures describe what the outlets reported about the discovery; they do not establish how much traffic the network actually generated.
What a SIM farm is and how it handles messages
A SIM card identifies a subscriber to a mobile network. A SIM farm combines many SIM cards with hardware that operators can manage centrally, allowing calls and messages to be sent or received in bulk. The Associated Press describes VoIP as part of the mechanism. Setups vary, so not every SIM farm should be assumed to use identical equipment or architecture.

SIM farms may rotate cards or numbers, which can make it harder to identify or block the source of bulk communications. The same ability to handle many numbers can support legitimate or criminal activity; the technology alone does not reveal an operator’s intent.
Why officials warned about cellular infrastructure
Large volumes of calls or messages could strain cellular infrastructure, which is why officials treated the reported network as a potential public-safety risk. Secret Service special agent in charge Matt McCool told WIRED, “This network could be used to overwhelm cell towers and essentially shut down the cell phone network in New York City.” That was an assessment of capability, not a report that service had actually been shut down.

WIRED also attributed an estimate of approximately 30 million text messages per minute to an unnamed law-enforcement source familiar with the investigation. It was a source’s estimate of potential capacity, not an independently verified measurement or a published Secret Service statistic. The available accounts do not report a confirmed cellular outage caused by the seized equipment.
What SIM farms are used for—and what is known about this case
Reporting describes SIM farms generally as tools that can support bulk spam and scams, phishing, fake-account creation, fraudulent engagement, and swatting. Those common uses are not proof of the purpose of the New York network.

WIRED reported that the Secret Service’s investigation included telecommunications-related threats and that the network was linked in reporting to swatting incidents targeting members of Congress around Christmas 2023. The report did not establish who operated the network or settle its full purpose. The connection should be understood as an attributed investigative link, not a complete account of responsibility.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the September 2025 reports did not establish
The reports described an ongoing investigation at the time they were published. The Associated Press said then that no arrests had been made. That is a dated status, not confirmation of the case’s status in 2026. The public reporting cited here also did not establish that the operation caused a network outage, that disruption was its intended goal, or that a foreign government operated it.

The central distinction is between scale and impact: officials said the seized equipment had the potential to generate communications at a level that might threaten cellular service, while the published accounts did not document that such disruption occurred.
