Hire a freelance web developer when you have a defined project, a temporary capacity gap, or a specialist need. An in-house developer is often a better fit when the work is ongoing and depends on frequent collaboration, accumulated product knowledge, and sustained ownership. Neither arrangement is automatically cheaper or better; match the working relationship to the work, then check the legal classification separately.
How to choose between freelance and in-house
Start with the work pattern, not a headline hourly rate or salary. A freelance engagement can suit a defined build, a discrete improvement, or a short-term need for expertise. A continuing role is more consistent with a steady stream of work that requires regular decisions alongside the rest of the team.

These are decision prompts, not legal tests or a guarantee that either model will cost less. The actual relationship matters: calling someone a freelancer does not by itself make them an independent contractor.

Freelance: defined scope and flexible capacity
A freelancer can add capacity without creating a permanent role, or bring a skill the current team needs only for one phase. This works best when deliverables, decision-makers, access, review points, and handoff expectations are clear. If the work expands into continuous, closely directed responsibilities, revisit whether the engagement still matches the intended arrangement.

In-house: continuity and accumulated context
An employee can build familiarity with the product, codebase, users, and team practices over time. That continuity can help when priorities shift frequently or development requires ongoing coordination. It also means committing to a continuing role and its associated employment costs, even if workload fluctuates.
Compare total cost, not just salary and rates
A salary or contractor quote is only one part of the cost. For an employee, account for employer taxes, benefits, recruiting, equipment, and onboarding. For a freelancer, account for the engagement price as well as sourcing, coordination, reviews, vendor costs, and any follow-on work needed after the handoff. The relevant comparison is the total cost of getting and maintaining the work done at the required level—not a simple hourly-rate-versus-salary calculation.

As a limited benchmark, Upwork’s 2026 guide cites a U.S. Bureau of Labor Statistics median annual wage of $133,080 for software developers in May 2024. That figure is not specific to web developers and, as the guide notes, excludes benefits, recruiting costs, and equipment. It is neither a total employer-cost estimate nor a freelance rate, so it cannot establish which option is cheaper. Read Upwork’s freelance-versus-in-house developer guide.
Check worker classification before setting up the role
Worker status is a legal and tax question, not a preference you can settle by choosing a label in a contract. In the United States, the IRS considers the full facts, including behavioral control, financial control, and the type of relationship; no single factor determines status. Its guidance explains that employers generally withhold and deposit income taxes and Social Security and Medicare taxes from employee wages and pay the employer share and unemployment tax, subject to the circumstances. For Fair Labor Standards Act (FLSA) purposes, the Department of Labor describes an economic-realities analysis of the whole relationship. Its factors include control, permanence, investment, opportunity for profit or loss, whether the work is integral to the business, and skill and initiative. The department summarizes the control factor this way: “Where the potential employer maintains more control over these aspects of the work relationship, this factor weighs in favor of employee status, and where the potential employer maintains less control over these aspects of the work relationship, this factor weighs in favor of independent contractor status.” Read Fact Sheet 13, revised March 2024; the page flags Field Assistance Bulletin 2025-1, dated May 1, 2025, as the Wage and Hour Division’s current enforcement position. The department also maintains a rulemaking page on FLSA worker classification.
These are U.S. federal sources. State and local requirements may also apply, and rules or enforcement positions can change. Confirm the requirements for your jurisdiction and arrangement before classifying a worker.

What the contractor statistics do—and do not—show
The Bureau of Labor Statistics reported that in July 2023, 11.9 million U.S. workers, or 7.4 percent of total employment, were independent contractors on their sole or main job. The figure covers all occupations, not web developers, so it describes the broader labor market rather than the odds of finding a freelance developer or the merits of either hiring model. A practical hiring checklist
- Define the work. Write down deliverables, boundaries, dependencies, and what counts as completion.
- Estimate its duration and recurrence. Separate a time-limited build from maintenance, new features, and evolving priorities.
- Choose the collaboration pattern. Decide how often the developer must make decisions with the team and how much context they need to retain.
- Calculate the full cost. Include employer-side expenses for a role or coordination and vendor costs for a contract, not just the quoted pay.
- Plan ownership and handoff. Specify documentation, access, code and deliverable handoff, and who will maintain the work afterward.
- Review the real working relationship. Check applicable worker-classification requirements before treating the person as an employee or contractor.
