YouTube’s live encoder settings specify CBR; its VBR recommendation applies to uploaded videos, a different workflow. Choose a target bitrate for your resolution, frame rate and codec, then make sure your connection can sustain it.
CBR or VBR: which should you use for YouTube Live?
For a live stream, select CBR in your encoder. YouTube’s live encoder settings list “Bitrate encoding: CBR.” That is the relevant recommendation for a continuous YouTube stream as well: YouTube does not publish a separate bitrate-mode exception for 24/7 broadcasts.
CBR aims to keep the encoded bitrate near a configured target. VBR varies bitrate with content complexity. YouTube recommends VBR for video uploads, but that guidance is for uploaded files, not live ingestion. The different recommendations are not contradictory; they address different workflows.
Choose a live bitrate for your resolution, frame rate and codec
CBR tells you which mode to select, not what bitrate to enter. YouTube’s current live settings give these recommended video bitrates; the right value depends on the format and codec:

These are YouTube’s recommendations for live ingestion, not upload settings. YouTube also lists minimums: at 1080p30, 4 Mbps for AV1/H.265 and 5 Mbps for H.264; at 1080p60, 4 Mbps and 6 Mbps, respectively. Consult the full live encoder settings for other resolutions, frame rates, codecs and related settings rather than extrapolating from these examples.
Allow enough upload bandwidth for a continuous stream
Your available upload bandwidth must exceed the total bitrate being sent. YouTube recommends leaving 20% headroom, and specifies that calculation as the combined primary and backup stream bitrate plus 20%. For example, if you send a primary and a backup stream, add their bitrates before allowing the extra capacity. A speed test’s download result does not show whether your outbound capacity is sufficient.

Use a connection with reliable upload capacity above that planned total, and check its stability under the conditions in which the stream will run. YouTube’s streaming tips cover bandwidth planning and operational checks.
Test the encoder and monitor the stream
A 24/7 schedule makes sustained stability and recovery important, but it does not change YouTube’s CBR guidance. Before starting, test the complete setup with audio and movement representative of the intended content. During operation, monitor stream health and its messages, and check the Live Control Room preview. If you record a local archive, verify that the files remain intact and continue to grow. If you use a backup encoder, deliberately test failover rather than assuming it will work.

YouTube recommends RTMPS for Live. Its HLS guidance describes HLS as an option for HDR or codecs unsupported by RTMP, and notes that HLS has higher latency because it sends video in segments. The general live settings still specify CBR; choosing HLS is not a stated VBR exception.
Do-it-yourself 24/7 streaming: keep the settings and operation distinct
In your encoder, choose CBR, then set the video bitrate recommended for your ingestion resolution, frame rate and codec. Configure your YouTube stream destination with the appropriate stream key, and plan bandwidth for the primary stream and any backup plus YouTube’s recommended 20% headroom. Test the full signal path before relying on it continuously, then keep watch on stream health and preview.

These steps cover the encoding decision, not every encoder’s menus; labels and other settings vary by software and hardware. YouTube’s live encoder settings are the reference for its current live requirements and recommendations.
