Shared infrastructure can make data-center capacity and services available to multiple workloads or organizations, reducing duplicated resources and making it easier to scale. It does not guarantee lower costs: savings depend on what is shared, how well it is used, and whether migration, operations, security, resilience, and exit costs are counted.

What shared data center infrastructure means

The term covers several arrangements that share different resources. In a shared compute, storage, or networking environment, multiple workloads use pooled IT capacity. Facility consolidation combines or replaces underused data centers. Public-sector shared services pool technology or operations across agencies. Cloud services provide on-demand access to shared computing resources, while colocation typically shares facility services—such as space, power, and cooling—while customers may continue to own and operate their IT equipment.

These models are not interchangeable. Before comparing them, identify which equipment, facility functions, and operating responsibilities are actually shared.

What organizations can gain

Capacity available when needed

A pooled environment can make servers, networks, or storage available to multiple workloads rather than reserving separate capacity for each one. Cloud is one way to consume shared resources on demand. The U.S. Government Accountability Office (GAO) describes the potential benefit this way: “Cloud computing enables on-demand access to shared computing resources providing services more quickly and at a lower cost than having agencies maintain these resources themselves.” This is a description of potential benefits, not a promise that every cloud deployment will be cheaper.

Less duplicated infrastructure and operations

Consolidating facilities or common services can reduce duplicated equipment and facility operations. Federal data-center optimization policy also frames consolidation as part of a broader effort that includes improving security, optimizing operations, seeking savings, and moving to more efficient options such as cloud and inter-agency shared services. Consolidation alone does not establish that those outcomes have been achieved.

Reported federal-agency benefits

In its 2019 review of 16 federal agencies, GAO found that officials from 15 reported significant benefits from acquiring cloud services. Thirteen agencies reported $291 million in savings to date. GAO cautioned that inconsistent tracking and reporting likely meant the reported savings were undercounted. The review documents reported outcomes among those agencies; it is not a controlled estimate or a forecast for other organizations.

Does sharing save money?

It can, but the result depends on the specific workload and arrangement. Shared capacity may avoid some duplicated infrastructure or service operations, but a sound comparison must include costs that can be easy to miss as well as costs that may be displaced.

  • Migration and application changes
  • Network connectivity and data transfer
  • Service management, staffing, and security
  • Utilization, resilience, and recovery requirements
  • Contract, migration, and exit costs

Compare the full cost of each option over the same period and workload, and check how savings are measured. GAO’s federal review found inconsistent savings accounting; the reviewed evidence does not establish a universal savings figure that can be applied to a business or a different workload.

How to compare cloud, colocation, and an owned facility

Start by listing what each option shares and who remains responsible for it. Cloud generally provides a service built on pooled resources; colocation generally provides shared facility infrastructure while customers retain their IT equipment; an owned facility leaves the organization responsible for its own site and systems. Specific service boundaries vary, so verify them in the relevant service description or contract.

Availability and recovery Who provides redundancy, backup, disaster recovery, and recovery testing.
Security and governance Which party operates each control, and whether the arrangement meets regulatory and internal requirements.
Total cost Measured costs for infrastructure, migration, networking, service management, staffing, utilization, resilience, and exit.
Energy and environmental impact Facility energy performance, water use, and the carbon intensity of electricity.
Flexibility Whether workloads can shift in response to electricity-grid conditions or renewable availability.
Migration and operations Effort to move workloads, run them day to day, and leave or change the arrangement.

Shared infrastructure still has resource costs

Pooling capacity does not make data centers resource-free. The European Commission’s 2026 energy performance of data centres page, citing International Energy Agency material, says data centers account for about 1.5% of global annual electricity consumption, or 415 terawatt-hours (TWh). The page projects consumption to exceed 945 TWh by 2030, primarily in connection with energy-intensive accelerated computing used mainly for AI. These are global figures, not estimates for an individual facility.

The Commission also highlights cooling-water needs and emissions where electricity is not decarbonized. Energy efficiency by itself does not describe total environmental impact: water use, electricity carbon intensity, and the amount of useful work delivered also matter. The Commission describes reporting requirements for energy and water indicators and a proposed common EU rating scheme intended to improve transparency and comparisons; EU policy details can change.

What energy flexibility can add

According to the European Commission, flexible, well-designed data centers that adapt electricity use to grid conditions can help lower overall electricity-system costs, improve grid stability, and integrate more renewable energy. This is a potential system-level benefit; it depends on a facility being designed and operated to provide that flexibility.

How to read PUE figures

Power Usage Effectiveness (PUE) compares total data-center energy use with the energy used by IT equipment. The European Commission’s September 21, 2026 report on the energy efficiency of data centres in the EU says smaller centers rated 500–1000 kW reported an average PUE of 1.64, and that larger centers tend to have lower PUE. The report also notes that data completeness and quality constrain comparisons. Treat the figure as a reported average for that category, not a target or a measure of overall sustainability.

When a shared model is a good fit

Shared infrastructure is worth evaluating when workloads can use pooled capacity, an organization wants to reduce duplicated facility or service operations, or a shared service offers capabilities that would be costly to operate alone. The right choice still depends on performance, governance, resilience, environmental requirements, and the complete cost of operating and eventually leaving the arrangement.
